August 1, 2011 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Mark L. Tunstall brought the 2012 Budget Hearing to order. Council Members Jimmy Wilkins, Tim McNish, Elsie Middleton and Christy Mallonee were present. Council Member Jennifer Smith was absent. The following were also present: City Clerk Sandy Nichols, City Superintendent Justin Van Winkle, Jim Long, Lori Wilkins, and Allen Jack. After discussion regarding the 2012 Budget, Mayor Tunstall asked for public comments. Mr. Jack stated he was still getting brown water. 7:42 PM the Public Hearing was closed.

7:42 Mayor Mark. L. Tunstall brought the Lecompton City Council Regular Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Tim McNish, Elsie Middleton and Christy Mallonee were present. Council Member Jennifer Smith was absent.

Christy Mallonee made a motion to approve the July 18, 2011 Minutes. Elsie Middleton seconded the motion and the vote passed 4 yeas, 0 nays.

It was noted the Hamm voucher and check were incorrect and should not be paid. Jimmy Wilkins made a motion to approve the bills before them withholding the Hamm payment. Christy seconded the motion and the vote passed 4 yeas, 0 nays. Justin will meet with the Lecompton Township and Hamm’s to correct the billing information.

Allen Jack: Mr. Jack stated he had cleaned up the weeds and other items. He had been in the hospital with medical problems and had been unable to complete the clean up. The trailer had plumbing supplies he was using to drain his yard where the neighbor’s water runs onto his property causing him problems. The trailer has been moved. Mr. Jack will be moving the hot tub no later than August 15th. All the vehicles there are his and tagged. The “bread van” is tagged.

After discussion regarding the budget Tim made a motion to take necessary steps to have a 2.8 mil increase in the budget instead of the 1.4 mil increase. Elsie seconded the motion and the vote passed 4 yeas, 0 nays.
Christy made a motion to adopt ordinance # 808 attesting to an increase in tax revenues for budget year 2012 for the City of Lecompton. Tim seconded the motion and the vote passed 4 yeas, 0 nays.

Elsie mentioned letters that had been mailed trying to return the rural routes to Lecompton. Paul Bahnmaier was checking on cost of signs to put along I-70. Possibly the city would like to share the expense. No action was taken. The council appreciated Elsie’s time on the post office project and encouraged her to keep up the good work.

Christy Mallonee requested the one time adjustment on the August 1, 2011 water bill. 29,900 used do to a leak. Jimmy made a motion to accept the one time adjustment request. Tim seconded the motion and the vote passed 3 yeas, 0 nays, Christy abstained.

Justin: mini excavator had been rented to do some work; would like to take the dump truck home to pick up rock on his way to work Tuesday saving mileage and time. The council approved. Request to have the grader insured for $20,000 had been made. The cost had not been reported at this time. The cost will be presented at the August 15th meeting. Ditch work at 5th and Isacks had been done; work needs to be done on 5th Street near Bud Mallonee’s upper drive – approval was granted from Christy and the council. Tim McNish, Darby Lohrding, and Allen Jack have all reported brown water. The council requested Justin to flush the water lines as soon as he has time. Justin stated he would get them flushed before school starts.

Foxes: Christy will get information for residents to contact Parks and Wildlife.

Justin asked to move the snow equipment to the power pole area at the lagoons. This would help in the winter with starting of the bobcat. He would also like to have concrete blocks similar to those on hwy 24 to put around salt/sand in the winter with a cover over the top. Jimmy will look for a truck.

Code violation/nuisance updates: Elsie reported a truck with a hauling trailer had been parking on the street in front of Herman Morris property.
Attorney Lee Hendricks left a message that Bill Roberts has two untagged vehicles that will be moved before the August 15th meeting.

After discussion regarding building permit for car ports it was decided to put information in the fall newsletter.

Thank you from the Territorial Committee was read.

Sandy: a sprinkler in the old high school building has been leaking. Dr. Tim Marshall was notified. He will get the repairs made.
Council approved an update form may be sent to residence where the resident is deceased. No deposit will be required with the update of information as long as the water is not shut off for non-payment.

City Clerk is requested to email reminder to have council members review properties of Jeff Goodrick and Ernest Smith for the August 15th meeting.

Justin would like to have a discussion at the next meeting regarding percentages being taken from the water and sewer funds for salaries.

9:05 PM Jimmy made a motion to adjourn. Christy seconded the motion and the vote passed 4 yeas, 0 nays.
