December 17, 2012 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Mark L. Tunstall brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present. The following were also present: City Clerk Lynley Sanford, City Superintendent Justin VanWinkle, City Council member Jimmy Wilkins was not present and City Attorney Lee Hendricks was not present. Residents or township citizens: Sandy Nichols, Bill Smith, Jeff Robertson, Jamin Nally, Cyndi Treaster, Jane and Gene Wentz were also present.

Susie Hackathorn motioned to approve the December 03rd, 2012 City Council Meeting Minutes. Elsie Middleton seconded the motion.
Vote carried 4 yays, 0 nays

Tim McNish motioned to approve the bills before the council. There was a question about the Lower heating and air bill, it was explained that the PRIDE building had some boiler work done. Mary Jane Hoffer seconded the motion.

Via email City Attorney Lee Hendricks provided ordinance # 812 for approval. A correction to the frequency in the increase of Mayor’s pay needed to be made, so the ordinance was not voted on for approval and it was requested it be represented at the first City Council meeting of 2013.

Cyndi Treaster – Lecompton Community PRIDE update. Had the boiler looked at, it was estimated the age of the boiler is 10-15 years old, and it should last about 70 years with good maintenance. (flushed weekly and fresh water annually) Requested a calendar be put up to mark and initial days the boiler has been flushed, so it doesn’t happen twice on the same day. PRIDE gave a check to the City of Lecompton to reimburse expenses in the amount of $1366.96.

Jane Wentz with the Nichols inter-library – requesting a donation in the amount of $350.00 – Eventually the library mobile will be working through the Lecompton Community PRIDE building as well. Working on the logistics when the building updates are completed.

Mary Jane Hoffer motioned to give support by providing the requested $350.00 donation to the NEKLS inter library program. Elsie Middleton seconded the motion. Vote Carries 4 yays; 0 nays

Jamin Nally – presented plans to open a café/bakery in the downtown shops sometime in the 2013 year (in the old grocery store portion). Has letter of recommendation from Lecompton Planning Commission. Discussion about water/sewer and separate metering occurred. Council suggested having a licensed plumber take a look and if possible coordinate with City Superintendent to see what the best way would be to proceed.

Jeff Robertson with the Lecompton Planning Commission presented an issue with the new Lecompton United Methodist Church parking lot. He chastised the Lecompton City Council for not talking with or sending the contractor before the Planning Commission before work on the parking lot was started.

Sandy Nichols – 2010 City Council passed a new flood plain ordinance and the maps and information in the planning commission books are incorrect. Requested permission to speak with John Riggs and with Lee Hendricks on what it would cost to update

– Brenda Hastert turned in letter of resignation from the Planning Commisssion. Mayor Mark L. Tunstall accepted her resignation.
– Elsie Middleton motioned to approve the Mayor’s acceptance of Brenda Hastert’s resignation from the Lecompton Planning Commission. Susie Hackathorn seconded the motion. Vote carries 4 yays; 0 nays
– Susie Hackathorn would like to file a formal complaint about the property belonging to Mr. Allen Jack. She was told there is a drainage tube running from out of the house and into the ditch, and would like to know what it is draining. Looks like it is draining from the bathroom. Amount of debris in his yard, looks trashy – needs cleaned up. Susie will get some specific details for the next council meeting, and would like to request the City send him a letter.
