February 19, 2013 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Mark L. Tunstall brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Tim McNish, Elsie Middleton and Susie Hackathorn were present. Council Member Mary Jane Hoffer was absent. The following were also present: City Clerk Lynley Sanford. City Superintendent Justin VanWinkle was absent. Residents or township citizens present: Sandy Nichols, Lori Wilkins, Cyndi Treaster and Sandy Jacquot.

Jimmy Wilkins motioned to approve the February 04, 2013 City Council Meeting Minutes. Tim McNish seconded the motion. Motion passed 4 yeas, 0 nays.

Bills: Susie Hackathorn motioned to approve the bills before the council. Elsie Middleton seconded and the motion. Motion passed 4 yeas, 0 nays.

City Council discussed Deirk Bowser possibly taking over where Jimmy Wilkins had left off in continuing to make repairs and improvements to the Community Building. The City Council expressed interest, if Dierk would be interested in doing the work. Jimmy Wilkins agreed to contact Dierk and talk to him. City Council also mentioned they would need to review bids or each part of the work he does, as he does it for approval.

Lynley –
• Voluntary Water Conservation statement for City Newsletter – Prepare and have it ready for review at the next City Council meeting on 3/04/13
• Review/sign resolution #285 – transfer of franchise agreement with Ks. Cable Holdings to Cox Communications
Susie Hackathorn motions to pass resolution #285 transferring the current franchise agreement with Ks. Cable Holdings to Cox Communications. Elsie Seconds the motion. Motion carries 4yays, 0 nays

Old Business:
Vet Clinic – Mike Leming was interested to see if we would have a Vet returning to Lecompton to provide basic vet service in the spring. The City Council asked the City Clerk to check with Eudora Vet and maybe the Oskaloosa Vet.
Tire Collection day – City Council agreed we should continue to do it, it was decided that it should be done the same day as bulk trash.
Lecompton United Methodist Church would like to put a food pantry collection box in the City Office, the council discussed it, and it was decided that yes, one could be placed in the City Office.

Cyndi Treaster with PRIDE provided an update. Weight Watchers will start to hold meetings on Wednesdays in the PRIDE building. The lounge is up and running. The community library still has some work to be done, but it is close to completion, it will probably be ready to open after the rummage sale. Enough volunteers have agreed to work the library so it can be open about 25 hours a week. The PRIDE group got the message to only have City Superintendent Justin VanWinkle blow down the boiler, they ask that he continue to write in the notebook when he does it.
