JUNE 17, 2013 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts. Residents or Township residents attending Greg Howard, Bill Smith, Cyndi Treaster, Tim Kilburn, Don Kilburn and Danny Sanford.

Susie Hackathorn motioned to approve the June 03, 2013 City Council Meeting Minutes. Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays.

Susie Hackathorn motioned to approve the June 13, 2013 Special meeting minutes with one correction, to add a “T” to the end of Brenda Hastert’s last name in the 4th paragraph. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

Jimmy Wilkins motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Danny Sanford – Water line broke, Danny approached the council about a price break. The council agreed that a break could be given following ordinance #806 – the clerk will adjust the amount of water that was charged and credit his account $279.93.

Tim Kilburn – requested access to his property north east of 3rd street which is an unmaintained road. The council agreed he could access his property by driving down the unmaintained road. Tim said he will be clearing brush and cleaning up on his property so he can have it surveyed.

Cyndi Treaster – PRIDE update: Provided check for utility reimbursement, handed out the 1st Pride newsletter; reviewed bids for windows in the auditorium.

Susie Hackathorn motioned to pay $1500.00 of the cost of the windows, anticipating that the Lecompton Township will pay the remaining amount of $1400.00. Jimmy Wilkin seconded the motion.

Communications:
Jeff Robertson and Amber Nickel have resigned from the planning commission

Rance –
Garage doors at the city shop are not working properly and are dangerous; the council agreed Rance should contact an overhead door company to have it repaired.

Terry Sanford at 315 3rd street had a water leak at the meter on the meter set and wrote a letter requesting the council consider adjusting his water bill. The council discussed the water bill and water usage and agreed to discount the water bill.

Jimmy Wilkins motioned to discount the water bill for Terry Sanford by splitting the difference between Aprils and May usage. Susie Hackathorn seconded the motion.

Lynley – no updates

Old Business
– Allen Jack property complaint – reviewed photos – council tabled until 7/1/2013 meeting
– Westside park sidewalk – reviewed bid from Huey Tubbs, council requested that Huey be contacted and asked to adjust the bid by reducing the length to be repaired by 80’

New Business
– Dog complaint against Bud/Christi Mallonee – council requested a letter regarding dog ordinances be sent
– Update about conceal/carry
– Mayor Sandy Jacquot reappointed Kathy Paslay and Sandy Nichols to the planning commission.
Jimmy Wilkins motioned to accept the mayor’s reappointments to the planning commission, Elsie Middleton seconds the motion.
Motion passed 5 yays, 0 nays.
– Westar – electric service issues – after discussion, Mayor Sandy will send a letter requesting that what-ever is causing the issue be fixed so power surges cease to occur as often.
