AUGUST 05, 2013 LECOMPTON CITY COUNCIL MEETING MINUTES
6:45 P.M. Mayor Sandy Jacquot brought the Lecompton public budget hearing meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, and City Attorney Jeff Heiman. Residents attending included Lori Wilkins.
Mayor Sandy Jacquot asked that it be reflected in the minutes that the City of Lecompton’s Proposed Budget was printed in the Lawrence Journal World on July 19th, 2013, more than 10 days before the Budget hearing. No changes were made to the budget.

Jimmy Wilkins motioned to approve the July 15, 2013 City Council Meeting Minutes. Tim McNish seconded the motion. Motion passed 5 yeas, 0 nays.
Jimmy Wilkins motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.
Jimmy Wilkins motioned to approve the 2014 budget Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays
Pam Wingert approached the City Council about the Planning Commission vacancies.
Jeff Heiman – reviewed Allen Jack grey water order of violation including scrap yard violation and hazardous conditions. Allen Jack was not present.
Elsie Middleton motioned to proceed by sending a letter through regular and certified mail to the owner of the property (Greg Trendel) and the current resident (Allen Jack) Susie Hackathorn seconded the motion.

Communications:
Rance – Update from water/wastewater training.
Old Business
– Water meters at Lacava/Shaner downtown stores – tabled until next meeting – Rance is to get bids to tap into the existing line, run a new 2” line across the road, put in new meter with pit set, repair curb and sidewalk and repair street using flowable fill.
– Mary Jane Hoffer motioned to approve Mayor Sandra Jacquot appointment of Elsie Middleton as the City’s representative at the E-communities meetings. Susie Hackathorn seconded the motion. Motion passed 5 yeas, 0 nays
– Susie Hackathorn motioned to approve Mayor Sandra Jacquot’s appointment of Kim Stewart and Kevin Newman as planning commission members. Motion passed 5 yeas, 0 nays.
– Verlin with Crown Security presented the bid for new installation and service.
– The council requested that the City Clerk put together a spreadsheet to compare security companies.
– Council was presented with copies of the inventory spreadsheets from the water plant and shop.
New Business
– It was reported that William Klemme made a complaint that wood/lumber/bricks were unlawfully removed from where he had them stored (not on his property). It was removed by property owner Michael Nichols. The City attorney stated it was a civil issue.
– SPD module for water plant and water tower light, reviewed Davin Electric bid.
– Jimmy Wilkins motioned to replace the SPD module at the water plant with the cheaper of two bids either by Davin Electric or Superior Electric. Susie Hackathorn seconded the motion. Motion passed 5 yeas, 0 nays..

– Letter from Post Office re: FOIA – the post office lease is up in 2014
