OCTOBER 21, 2013 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Jimmy Wilkins, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford and City Superintendent Rance Roberts. Residents attending included Jamin Nally, Lori Wilkins, Sandy Nichols, Paul Bahnmaier, Ronald Thacker, Bob and Mary Lou Morris.

Susie Hackathorn motioned to approve the October 07, 2013 City Council Meeting Minutes with corrections to capitalize “B” in Breason Excavating, “T” in Torgeson Trenching. Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays.

Jimmy Wilkins motioned to approve the bills before the council. Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays.

Rance: updates –
– Discussed waterline/meter upgrade to Shaner building. Doing it ourselves vs. hiring it out and what it would take to do it. Tim and Jimmy said they would be able to help, and the Lecompton Township would be willing to help also. More discussion in the future to work out timing so project can be completed simultaneously with the plumbing upgrades by the property owner.

Jimmy Wilkins motioned to proceed with the project, Rance is to work out the details of arranging assistance from City of Perry and Lecompton Township, and managing the improvements simultaneously with Beth LaCava property owner building improvements, or with Beth’s representative, Jamin Nally. The project will include replacement of curbstones where they can be replaced. Elsie Middleton seconded the motion.

– Upcoming backflow training and water/wastewater utility training opportunities
Mary Jane Hoffer motioned to approve Rance to attend either training opportunities he may be interested in, and for the City to pay for any fees related to the training. Susie Hackathorn seconded the motion.
Motion passed 5 yeas, 0 nays.

Lynley –
– Update – building permit approved #13-215 for David Swisher – new home construction.

Old Business
– USPS – FOIA update: Mayor Sandy Jacquot will be working on a reply letter and getting the public informed about the re-assessment of our Post Office. Elsie Middleton provided a list of suggested contacts to try to meet with about our Post Office. Elsie Middleton also mentioned that the building which the Lecompton Post Office is kept in, the lease is up in August 2014.

New Business –
– Newsletter corrections were suggested and council agreed it looked good and could go to print.
– Alley between Elmore and Halderman – it was requested that Rance put reflectors in the ditch so people could more easily identify that the alley ditch is very deep.
– Dog complaint against Dontrez Steele, the council asked we send a second letter
– Hardwood floor bids – pursue bids to do the flooring the right way from the meeting room to the kitchen.

8:20 PM – Elsie Middleton motioned to adjourn. Jimmy Wilkins seconded the motion.
