June 02, 2014 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. Council Member Tim McNish was absent. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, City Attorney Jeff Heiman and City Treasurer Ronald Thacker. Residents or township members present included Lori Wilkins and Jamin Nally

Jimmy Wilkins motioned to approve the May 19th, 2014 City Council Meeting Minutes Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays.

Mary Jane Hoffer motioned to approve the bills before the council. Susie Hackathorn seconded the motion.
Motion passed 4 yeas, 0 nays.

Jamin Nally – Ribbon cutting and opening day for all the downtown business – soft opening on June 11th, Grand Opening Ceremony on 6/13/2014 @ 6:30p.m. – appreciation invitation to all city staff/council, township staff, and City of Perry Superintendents as well as everyone who helped with Aunt Netter’s will be Saturday June 7th at 6p.m. Lynley will post public notice for purposes of complying with the Kansas Open Meetings Act.

Jeff Heiman – Formalize “fund” purposes for Community Building project, adopt a plan that will be a multiyear plan.

Rance – Need’s help finding part time workers for street repairs. Check with Travis Tunstall or Dusty Dark.
– Pigging the wells, neither Layne Western or Patchen will do that – the city guys used to do it themselves, maybe talk with Harold Williams to get details from him.
– Meeting next Monday with J&R to get bid on boring under roadway for waterline for old gymnasium.

Lynley –
– Modular home: move in question – City Council suggested sending it to the planning commission
– Solicitor request to put up signs throughout community –no
– Update on cert/mail to Phillip in North Carolina regarding 7th street Brouhard property that needs mowed.
– 301 Elmore property yard/weeds violation – put notice on the door
– 7th street: Shawn Martin’s former home, also grass/weed height violation

Old Business –
– Sales Tax: The City does collect a 1% Sales tax making our rate 8.15%. Discussion to increase the sales tax rate for general city purposes to hold down Ad Valorem tax rate. Attorney Jeff Heiman will draft a resolution for the next council meeting. General consensus of the council is to put it on the August primary ballot so the new tax rate will start January 1, 2015. Increasing the sales tax ¾ of a cent.

New Business –
– Budget training for Ron Thacker in Topeka. Mary Jane Hoffer motioned to approve this training, Elsie Middleton seconded the motion.

– Electrical Inspection Permits for the Lecompton Mobile Home Park for lots 3C,16B, 7A, 2A
Susie Hackathorn motioned to approve the permits, Elsie Middleton Seconded the motion.
Motion passed 4 yeas, 0 nays.

7:54 PM – Mary Jane Hoffer motioned to adjourn. Susie Hackathorn seconded the motion.
