July 07, 2014 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, City Attorney Jeff Heiman and City Treasurer Ronald Thacker. Residents or township members present included Ryan Wolkey with Douglas County Emergency Management, and Paul Bahnmaier.

Jimmy Wilkins motioned to approve the June 16, 2014 City Council Meeting Minutes Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays.

Tim McNish motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Jim Long presented the 2015 budget proposal.
Susie Hackathorn motioned to approve the proposed 2015 Budget for publication, Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

Ryan Wolkey – Douglas County Emergency Management presented the new Emergency Management plan changes.

Jimmy Wilkins motioned to adopt resolution 291 adopting the new Douglas County Emergency Management plan. Elsie Middleton seconded the motion
Motion passed 5 yeas, 0 nays

USPS – Dispute water bill – no one present to represent USPS, meeting proceeded.

Paul Bahnmaier – requested the Mayor/Council try schedule a meeting in Kansas City with the post office manager or coordinator. If they refuse to meet, he suggested we notify the newspaper people.

Rance – Batteries were stolen out of the Road Grader when it was down at the lagoons. Council asked that we fiel a sheriff’s report.

Lynley –
– Only 3 applications turned in so far.
– Vacation next week, Ron Thacker will be covering
– From star signs – each placard costs about $150.00each.
Old Business –
– Brouhard property, call Nichols mowing to take care of it.
– Allen Jack amount owe send to tax roll
– Chip n’ seal work: Jimmy Wilkins motioned to approve the bid for 1.33 miles of chip n’ seal using CM-K rock, Mary Jane Hoffer seconded the bid.

New Business –
– Johnson grass issue on Whitfield/Matthew’s property – after discussion, council agreed we will spray for the grass, but after hay is cut, so to not destroy the hay.
– Discussed temporary and permanent par time help. With the Council’s blessing, the Mayor may hire the candidate for either position immediately. Superintendent Rance Roberts asked if Doug Wingfield could help mow only until we found someone. Council said yes, and at the $11.00/hr pay rate.
– Sales tax information meeting: instead of having a special meeting, the clerk will provide notice that the meeting will occur during the next regular council meeting after the budget hearing.
– Electric meter inspection permits for mobile lodge:
Susie Hackathorn motioned to approve the electric meter inspection permits for 12B & 5C. Tim McNish seconded the motion.

Announcements-
– Territorial Days report
– Water Tower inspection: 7/7/2014 went well, about ½” of sediment, paint and epoxy liner look good. Light bulbs were replaced.
– Resident Larry Stephens passed away while visiting family in Illinois.

8:26 PM – Elsie Middleton motioned to adjourn. Susie Hackathorn seconded the motion.
