July 21, 2014 LECOMPTON CITY COUNCIL MEETING MINUTES

6:45 P.M. Mayor Sandy Jacquot brought the Lecompton public budget hearing meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn, and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, City Treasurer Ron Thacker. Residents attending included Lori Wilkins.

The City Clerk noted that the City of Lecompton’s proposed budget was printed in the Lawrence Journal world on July 11th, 2014, exactly 10 days before the Budget hearing. No changes were made to the budget.

7:00 P.M. Mary Jane Hoffer motioned to close the budget hearing, Elsie Middleton seconded the motion.
Motion carried 5 yeas, 0 nays

The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, and City Treasurer Ronald Thacker. Residents or township members present included Lori Wilkins

Susie Hackathorn motioned to approve the July 7, 2014 City Council Meeting Minutes Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays.

Tim McNish motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

The Council discussed the special vote question to increase city sales tax. No residents present had any questions. The Council suggested posting information on the website and maybe a flier at the office and in the post office.

Susie Hackathorn motioned to approve the 2015 Lecompton City Budget as proposed and the notice of special vote question for publication. Jimmy Wilkins seconded the motion
Motion passed 5 yeas, 0 nays

Rance –
– Water and wastewater exams coming up Aug 1st. Asked about water/wastewater training, general consensus of the council agreed he should go.
Susie Hackathorn motioned to approve sending Rance Roberts to water/waste water training school at K.U. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

Lynley –
– Review tower inspection. Council decided to wait until 2015 to have water tower cleaned out. They requested pricing and information on the mixing system and the tank vent.

Old Business –
– P/T superintendent position – open until filled – council gave mayor permission to hire who she felt would be the best candidate.
– Wells: reviewed bid’s from Patchen and from Layne Western.
Jimmy Wilkins motioned to award Patchen the job bid to acidize and inspect both wells. Tim McNish seconded the motion.
Motion passed 5yeas, 0 nays.
The council intends to start alternating each year the well’s being cleaned, starting next May.

New Business –
– Month end report review and review new report from treasurer Ron Thacker.
– Question about water hardness, and if we can adjust the salt brine mixture to soften the water in the system more. Rance will look further into this.

Announcements-
– County Road work on Woodson: Patch July 17 and repair July 21 ( changed to 7/23)
