August 4, 2014 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, City Attorney Jeff Heiman and City Treasurer Ronald Thacker. Residents or township members present included Lori Wilkins.

Mary Jane Hoffer motioned to approve the July 21, 2014 City Council Meeting Minutes Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays.

Susie Hackathorn motioned to approve the bills before the council. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

Linda Baranski was on the agenda to discuss curbing; she was not able to be present. Linda Baranski did drop off handouts for the council to review. The council reviewed the packets, and had some discussion. The City Attorney said he would reply to Mrs. Baranski by letter.

Electric upgrades permit –Christine Tsui – 540 E. Woodson.
Tim McNish motioned to approve permit # 14-231 to upgrade electrical at 540 E. Woodson, contingent on payment and applicant signature. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Rance –
– Update on street repair progress
Lynley –
– Key for Community Building for vacation bible school in case of bad weather. Consensus, it is okay for them to use it.
Old Business –
– Water tower Mixer & Roof Vent – reviewed bid – council said to hold off, call KDHE and see if this is really necessary.
New Business –
– Job application retention – Discussion of holding on to applications for two years for the purpose of discrimination or liability claims. There is no requirement to hold on applications after an applicant is hired.
– Dennis Hatcher’s house @ 130 E. Woodson – complain about junk and grass – Council requested that a letter be sent to correct nuisance issue.
Announcements-
– Hired Pat Barnes for permanent part time help.
– Vote on Tuesday August 5th, special question election on Sales tax
– BZA special meeting 7pm on Wednesday
– Old H/S waterline replacement starts 8/12
– Chip n’seal planned to start 8/25
– Rance water exam planned 8/28
– The Council would like to extend a Thank you to Tim Rues with the Ks. State Historical Society for monitoring and arranging for community service helpers to come out and paint the fire hydrants and trim leaves/small branches overhanging 2nd street.
– Jimmy Wilkins Thanked City Super intendant Rance Roberts for all his hard work and asked about the amount of Rance’s comp time hours (90.25 hrs.) Jimmy Wilkins motioned to pay out 40 hours of Rance’s comp time, Susie Hackathorn seconded the motion.
