August 18, 2014 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, and City Treasurer Ronald Thacker. Residents or township members present included Lori Wilkins and Jamin Nally

Mary Jane Hoffer motioned to approve the August 04, 2014 City Council Meeting Minutes Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays.

Jimmy Wilkins motioned to approve the bills before the council. Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays

Electric inspection permit 14-232 for Lecompton Mobile Home Park lot 15-c was presented to the council.
Tim McNish motioned to approve the permit. Susie Hackathorn seconded the motion.
Motion passed 5 yeas, 0 nays

Rance –
– Discussed guttering/drainage at PRIDE building. General consensus of the council is to disconnect the guttering from the underground drainage and replace with splash guards and/or flex tubing and let run on the ground, so the gutters will drain properly

Lynley –
– Sent certified return receipt letters to Dennis Hatcher, Dusty Gruver, and Debra Fuston regarding weed issues.
– Thank you card sent to Tim Rues at Kansas Historical Society.
– KDHE info on water tower as requested. No freezing issues so the anti-frost roof vent is not necessary. The mixer is also not necessary because of the type of chlorine we use.
– BZA determined that the request for zoning variance to build the 4-car garage at the residence of 202 E. 7th is not necessary, and the matter was dismissed.
– Utility Sink in Community Building has a crack in it, so Rance will try to repair with Epoxy.

Old Business –
– Sales tax failed at voting time by 11 votes. Plan: include a special page in the City Newsletter this fall, put it on the April Ballot, put together a time line of what needs to be done when.
New Business –
– E-communities meeting on 8/21/14 – need both representatives present for voting regarding combining with North Lawrence. – Lynley will need to email Sandy and Elsie time and location for the meeting.
– Personnel discussion (executive session)
Elsie Middleton motioned to go into executive session to discuss non-elected personnel matters for 10 min at 7:45pm, Susie Hackathorn seconded the motion.
Motion passed 5 yeas, 0 nays
7:55pm, Mary Jane Hoffer motioned to extend the executive session for another 5 min to continue the discussion of non-elected personnel, Jimmy Wilkins seconded the motion. Motion passed 5 yeas, 0 nays.
8:02pm Mayor Sandra Jacquot brought the meeting back to order
Tim McNish motioned to give Mayor Sandy the discretion to discontinue the employment of our permanent part time employee Pat Barnes. Elsie seconded the motion
Motion passed 5 yeas, 0 nays.

Announcements-
– Elsie Middleton mentioned the drainage issue from the alley between Isack’s and Whitfield that drains into Earl Sanford’s yard hasn’t been looked at yet, and needs to be when the road work is completed.
Reminders –
– Transfer money out of general fund to capital improvement fund before the end of the year.
– Include information on the new walking trail at the Lecompton Elementary school in the fall newsletter. It is ¼ mile long.
– If time check the interest rates at Douglas County Bank.
