September 15, 2014 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, and City Treasurer Ronald Thacker. Residents or township members present included Lori Wilkins, Sandy Nichols and Jamin Nally.

Mary Jane Hoffer motioned to approve the September 02, 2014 City Council Meeting Minutes with one correction. Change the direction of the home from Kroegers to West not North. Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays.

Tim McNish motioned to approve the bills before the council with one correction to the amount of Rance Roberts payroll check. Susie Hackathorn seconded the motion.
Motion passed 5 yeas, 0 nays

Sandy Nichols had questions regarding the horse ordinance and where it fits in with the zoning regulations? After discussion, Mayor Sandy Jacquot said it would be up to the planning commission on what they want to do.

Electric upgrade and inspection permit 14-235 for Roy Paslay’s home at 235 Halderman was presented to the council.
Jimmy Wilkins motioned to approve the permit. Susie Hackathorn seconded the motion.

Rance –
– Street updates: chip n’ seal done/ patch work still needs done throughout.
– Water plant update: battery back-up went bad, purchased a new one, working on making it all work again; guttering on water-plant building needs work, it holds water and is rusting the current guttering. Suggest putting one front and one rear gutter in center of guttering.
Mary Jane Hoffer motioned to approve putting new downspouts on the water plant at the front and rear of the building after receiving 3 bids, going with the best choice not to exceed $500.00. Elsie Middleton seconded the motion.

Lynley –
– Transfer to the capital improvement fund is done, and the account is set up
– Speak at PLHS – 9/29/2014 – Do we need someone to cover? Council discussion, general consensus is no, we don’t need coverage for that hour.
Old Business –
– Weed Nuisances: Hatcher, Stauffer, Janes
Hatcher looks to be making improvements, Stauffer’s have done some, Janes no improvement. Give until the end of the week, if no further improvements hire Richard Nichols to brush hog.

New Business –
– Elsie brought to the Council’s attention by request of Linda Kroeger, The property line at 527 Boone Street on the GIS mapping on the Douglas County website shows it further east than the center of the road, encroaching on the Kroeger’s property. She just wanted to make the council aware.

7:37 PM – Jimmy Wilkins motioned to adjourn. Elsie Middleton seconded the motion.
