January 05, 2015 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, City Treasurer Ronald Thacker and City Attorney Jeff Heiman. There were no residents or township members.

Susie Hackathorn motioned to approve the December 15, 2014 minutes with one correction, remove Heiman from the end of Ron Thacker’s name. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

Mary Jane Hoffer motioned to approve the bills before the council. Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays

Electric Inspection/installation permit for Stephen Chronister. Tim McNish motioned to approve permit #15-237 for electrical install/inspection. Elsie Middleton seconded the motion.

Jeff Heiman –
– Re: Mike Brouhard dog issue, Mr. Brouhard contacted Jeff, Mike was not cooperative regarding the issue over the phone and would not let anyone on to the property to inspect for a dog without a warrant. He verbally stated he does not own a pitbull, that the only dog he has is a miniature pincher. The council recommended sending a letter to Mr. Brouhard from the attorney acknowledging the conversation and that the City has been informed that he has said he does not have this dog.
– Tax exemption for property taxes on the land south of the lagoons. Reviewed, just need signature and notary and Jeff will send to the county.
Rance –
– Council recommended with the cold weather that Rance and Jessica take Wednesday off unless there is a situation that requires them to be at work.

Lynley –
– Information gathered on events to pass to League News: waiting for date on Territorial Days, talk to Tim about bald eagle rendezvous and bleeding KS series, and talk to Kevin about car/motorcycle shows/events.
– GAAP Waiver – resolution #292: Jimmy Wilkins motioned to approve resolution #292 to waive GAAP accounting requirements. Susie Hackathorn seconded the motion.

– Tire pick up/cost sharing with township – try it this year, and if doesn’t seem to break even then the council may decide not to continue.

Old Business –
– Janes yard nuisance – Wait until spring to re-evaluate.
New Business –
– Steve Howard inquired about the Candy-cane Season’s Greeting sign being for sale – council discussed and is planning on painting and stringing new lights to use next year.
– Planning Commission member Kathy Paslay resigned – will start looking for a replacement member that is out of City Limits.
– Elsie Middleton brought up heavy truck traffic from the sand plant, and the need to discuss speed limit enforcement or speed limit reduction on 1029. Check with Keith Browning or Craig Weinaug to see what options may be available.
– Mary Jane Hoffer motioned to reimburse Jimmy Wilkins for Thank you Gift Cards, Susie Hackathorn seconded the motion.

7:50 PM – Mary Jane motioned to adjourn. Elsie Middleton seconded the motion.
