February 02, 2015 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Jimmy Wilkins, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, City Attorney Jeff Heiman and City Treasurer Ronald Thacker. Residents attending included Lori Wilkins.

Elsie Middleton motioned to approve the January 20, 2015 City Council Meeting Minutes. Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays.

Jimmy Wilkins motioned to approve the bills before the council. Susie Hackathorn seconded the motion.
Motion passed 5 yeas, 0 nays.

Tim McNish motioned to approve building permit #15-238 for Scott Norris to install solar panels on his home, contingent on Scott or Trish signing the document, collection of the remaining bldg. permit fees, and that the resident acknowledges that any additional inspection fees will be invoiced to them. Mary Jane Hoffer seconded the motion

Jimmy Wilkins motioned to approve Electric inspection permit #15-239 for Dusty and Christina Gruver for the trailer home at 619 Whitfield lot 5A. Mary Jane Hoffer seconded the motion.

Jeff Heiman – County has received request for tax exemption, have not heard anything back. Still being reviewed.

– Reviewed Park Equipment – Mary Jane Hoffer motioned to approve the purchase of the selected park equipment. $10,000 will be paid from capital improvement fund, the remainder will be paid from general fund. Elsie seconded the motion.

– Special Election Tax increase – need to schedule an informative meeting/ pass resolution at the next meeting. Publish first notice in early march and second notice mid-march. Remember to notify Jamie Shew with Douglas County elections again for special ballots.
– Interstate Elevator renewal contract: Jimmy motioned to approve renewing the Interstate Elevator contract for the former Lecompton High School Building, with PRIDE paying half of the renewal cost. Susie Hackathorn seconded the motion

– Health insurance update: Renewal rate is the same as last year. Council requested to find out much it would cost to add Sharron Roberts to the plan when we remove Kali Roberts. Council felt no need to shop for different insurance rates. Jimmy motioned to approve staying with BCBSKS, Mary Jane Hoffer seconded the motion.

– Municipal Insurance renewal update, increase of $292. Jimmy motioned to approve the new renewal rates, Mary Jane Hoffer seconded the motion.

– Pride recycling tabled until next meeting pending more information
– Water line break at 310 Isacks – council requested that account holder Brad Goodrick come in to talk to the council about a one-time reduction and payment plan
– Central Bank purchased Douglas County Bank
– AT&T Sent an invoice for damages to buried telephone line. Said the county damaged it, but billed it to the City of Lecompton. Council discussed and decided that the attorney should send a letter pointing out issues with the claim that do not make sense. Mary Jane Hoffer motioned to approve denying the AT&T Claim and allowing City Attorney Jeff Heiman to handle the matter. Elsie Middleton seconded the motion.

Announcements:
– E-communities – Group visited Lecompton, Baldwin and Eudora last week. Looking for someone who would be an entrepreneur coach.
– Heritage Grant application (we applied last year) for rehabilitating the Community Building is due March 15, 2015. We should discuss at next meeting if we want to pledge more money to the capital improvement fund.
