March 02, 2015 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Jimmy Wilkins, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, City Attorney Jeff Heiman and City Treasurer Ronald Thacker. Residents attending included Lori Wilkins, Jamin Nally and Mary Sue Sledd.

Elsie Middleton motioned to approve the February 16, 2015 City Council Meeting Minutes. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Tim McNish motioned to approve the bills before the council. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

Mary Sue Sledd spoke to the council about a donation for the community Easter egg hunt. Susie motioned to donate $300 to the Community Egg Hunt, Elsie Middleton seconded the motion

Jim Long – presented the 2014 Financial audit and reviewed it with the council.

Jamin Nally – spoke to the council about advertising insert for the newsletter.

Mike Coffman – was not present, the clerk and the council discussed his water leak, the council agreed that an adjustment was not possible because of policy practices and he has received one before, but a payment plan could be established.

– Update on County Tax Appeal Approval

– Bond/Loan payoffs – Mary Jane Hoffer motioned to payoff Water well 3 loan and Kansas Department of Health Environment sewer bond. Water bond will be paid out of water fund, sewer will be paid out of general fund. Jimmy Wilkins seconded he motion.

– Update to council on City Property Valuations from Douglas County.

Old Business –
– Heritage Grant: Discuss transferring funds to capital improvement fund. Discuss amount to pledge for cost sharing on the grant.
Susie Hackathorn motioned to approve adding another $20,000 to the Capital Improvement fund, and pledging $40,000 for matching funds towards the Heritage Grant application for improvements to the Lecompton Community Building. Mary Jane Hoffer seconded the motion.

New Business –
– Newsletter Review – Add in spring newsletter that Ad space maybe available for the fall newsletter.
– E-Communities meeting update

Announcements:
– Territorial Days – discussion about rides and cost/fundraising. Preparing to spend $6700.00
– Bowling Tournament Saturday March 7th at Royal Crest Lanes
– Marci Francisco breakfast at Aunt Netters, 8:30am on Friday March 6th
– Sales Tax special meeting on 3/14/2015, 1pm at Community Building
