April 20, 2015 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Mary Jane Hoffer, Susie Hackathorn, Elsie Middleton were present at roll call. Tim McNish was absent. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, and City Treasurer Ronald Thacker. Residents attending included Lori Wilkins, Cindy Treaster and Paul Bahnmaier.

Jimmy Wilkins motioned to approve the April 6, 2015 City Council Meeting Minutes. Susie Hackathorn seconded the motion.
Motion passed 4 yeas, 0 nays.

Jimmy Wilkins motioned to approve the bills before the council. Elsie Middleton seconded the motion.
Motion passed 4 yeas, 0 nays.

Mayor Sandra Jacquot and Council Woman Elsie Middleton took their oaths of office and were sworn in.

Paul Bahnmaier – Kansas parks and wildlife is going to put up River access signs, one sign will be placed at the boat ramp at the river, the second Paul asked if it could be placed near the entrance to the lagoons on the mound. General consensus of the council was to go ahead, make sure to call 811 dig safe before installation.

Increase in City Sales tax Ordinance no. 816. Mary Jane Hoffer motioned to approve Ordinance 816 to increase City Sales tax by three-quarters of a percent. Elsie Middleton seconded the motion.

Cindy Treaster – PRIDE update: In June 2015 PRIDE will be 3 yrs. Old, the pride group has made roughly $47,000 in updates and repairs, the funds were provided through donations, grants, and funds earned through programs/classes. Most recently the West and South entrance steps have been re-done to make safe entry access into the building. A big project for 2016 will be building a Gazebo on the west lawn of the building. Currently the big need for the PRIDE building is the roof, some shingles have fallen off, and need to be replaced. The City Council requests that the City Clerk look into contacting 3 roofing companies to check out the roof and see what kind of repairs need to be made.

Rance –
– Fogging for Mosquitos at the Lagoons, Council says do whatever is necessary

Communications
– Allen Jack has hired an attorney and has requested information regarding the order of violation and removal of personal property from his residence. This has been turned over to City Attorney Jeff Heiman, and the City Clerk is providing him documents he needs to satisfy the request.
Lynley –
– Review bid from Pittsburg Tank and Tower – Susie Hackathorn motioned to approve the empty tank cleanout in the amount of $1750 by Pittsburg Tank and Tower, Mary Jane Hoffer seconded the motion.

– Douglas County is not doing any chip n’ seal this year, but Vance and Brothers will be in our area finishing up the work that didn’t get done last year. The council requested that the City Clerk contact Vance and brothers and see if they will give us a bid for approximately the same amount of chip n’seal they did last year (1.33 miles)
– Call RD Johnson and have them bid crack sealing for 7th and Whitfield streets

Old Business –
– Property Reviews: Janes – an order of violation is prepared for the Janes home, after council discussion and review of the property, it was decided that there have been no new improvements made to clean up the property. Jimmy Wilkins motioned to approve the order of violation of 410 East Woodson, commonly known as the Janes residence. Elsie Middleton seconded the motion.
Motion passed 4 yeas, 0 nays – Notice of violation to be sent regular and certified return receipt.
– Properties at Goodricks, Gruver’s and Throwers to be tabled until the next Council meeting on March 2nd, 2015.
– AT&T Claim update: Jeff Heiman requested from the AT&T attorney more information regarding the claim for damages. 8 photographs and a breakdown of the cost was provided to the City. The general consensus of the City is to send one more denial letter.

New Business –
– Flower allowance for City hall planter pots and park flower bed. Mary Jane Hoffer motioned to approve up to $300 be used to purchase flowers and plants for planter pot and flower bed use. Susie Hackathorn seconded the motion.
