May 04, 2015 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Jimmy Wilkins, Mary Jane Hoffer, and Elsie Middleton were present at roll call. Susie Hackathorn was absent. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts and City Attorney Jeff Heiman. Residents attending included Jamin Nally, Tabetha Mallonee, Harold Williams, Belinda Janes and Derrick Janes.

Mary Jane Hoffer motioned to approve the April 20th, 2015 City Council Meeting Minutes. Tim McNish seconded the motion.
Motion passed 4 yeas, 0 nays.

Jimmy Wilkins motioned to approve the bills before the council. Elsie Middleton seconded the motion.
Motion passed 4 yeas, 0 nays.

Harold Williams asked the council if he paid for the tubing and materials if Rance could install it. Mary Jane Hoffer motioned to approve to allow Rance to install the tubing at Harold Williams if Harold purchased the tube and materials. Elsie Seconded the motion.
Motion passed 4 yeas, 0 nays

Mayor Sandy Jacquot appointed Lynley Sanford as City Clerk, Rance Roberts as City Superintendent, Jeff Heiman as City Attorney and Tabetha Mallonee as City Treasurer. Elsie Middleton motioned to approve these appointments. Mary Jane Hoffer seconded the motion.

The newly appointed individuals all took their Oaths of Office

Mayor Sandy Jacquot proclaimed the month of May 2015 to be bike month and the week of May 11th-15th bike to work week.

Belinda Janes – Property – Belinda Janes was present to talk with the council about her property at 410 E. Woodson. After discussion, it was determined that the property would be re-evaluated at the next meeting.

Tony Roe electric inspection permit for garage at 321 Halderman, Jimmy Wilkins motioned to approve the electric inspection, Tim McNish seconded the motion.

– AT&T and Allen Jack updates: review letters from attorney

– Updates on water tower clean out will schedule out sometime in June or after
– Review bid from Vance Brothers on Chip n’seal – council decided to wait until next year for chip n’ seal to get in on the Douglas County Bid.

Old Business –
– Property reviews fro Gruver, Goodrick and Thrower: after discussion council requested that a second letter be sent regarding nuisance and the abatement process and that the property will be reviewed and discussed at the council meeting on 5/18/2015

New Business –
– Heritage grant: the Heritage Grant Committee sent recommendation to the Douglas County Commissioner to award Lecompton with a $40,000 grant on two conditions. 1. The city will use traditional hardwood floors in the building. 2. The City will apply for the building to be on the state historic register of historic buildings.
– 2016 Budget briefing and discussion: Council discussed the 2016 budget, looking at keeping everything the same, no increases.
