May 18, 2015 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Tim McNish, Mary Jane Hoffer, Susie Hackathorn, Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, and City Attorney Jeff Heiman.

Elsie Middleton motioned to approve the May 4, 2015 City Council Meeting Minutes. Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays.

Mary Jane Hoffer motioned to approve the bills before the council. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

April Month End financial overview

Jim Long- Budget rough draft review: after review of the rough draft for the 2016 budget, the only suggested changes were for the mil levy to remain the same as the 2015 budget.

Public Hearing for Belinda Janes property: After council reviewed and discussion it was agreed that a lot of work had been made and a good effort had been put into cleaning up the property. Some suggestions were made about areas of focus including removing or trimming back a couple trees that look like they are growing through the garage. And trimming vegetation around the front of the house. Jimmy Wilkins made a motion to continue the public hearing regarding Belinda Janes property until the June 15th, 2015 Council meeting. Tim McNish seconded the motion.

Dustin Gruver property: resident not present at meeting, council agreed from pictures there has been enough improvement made to re-evaluate again on June 15th, 2015. Have the City Clerk contact Dustin to update and let him know to attend the meeting.

Bradley Goodrick property: resident not present at meeting, council agreed from pictures that has been enough improvement and obvious indications of further improvement that the property should be re-evaluated on June 15th, 2015. Have City Clerk contact Bradley to update and let him know to attend the meeting.

Rance –

Communications

Lynley –
– Loose dog issue – resident caught 2 dogs in a live trap while they were trying to get into her trash – will hold for 3 days and try to contact who we think the owners are, and if not claimed they will go to the Lawrence Humane shelter.
– Verbal confrontation update between Patti Steffan and Christi Mallonee – Sherriff’s deputy was called to file a report. Will update as necessary.

Old Business –
– Bev Thrower – property review and review letter: Council agreed that enough improvement had been made that she be granted an extension until June 30th
– Heritage Grant – It was posted in the Lawrence Journal World that the City of Lecompton was awarded the grant of $40,000 to redo the floor in the community building. Jimmy Wilkins motioned to award the construction bid to Jeff Pattin contingent upon signing the agreement on the grant the Douglas County. Mary Jane Hoffer seconded the motion.

New Business –
– Electric inspection permit for Territorial Days: Tim McNish motioned to approve the Electrical Inspection permit for the City of Lecompton for the Territorial Day celebration and to waive the fees related to the application. Susie Hackathorn seconded the motion. Motion passed 5 yeas, 0 nays.
– Property complaint was received regarding 637 Whitfield – an in kind letter was mailed to the renters. Additional complaint about a potentially vicious dog from there running at large, council requested the City Clerk send a letter that included the code information regarding pitbulls, vicious dogs, dogs running at large and dog registration.
– Road salt bid review – Mary Jane Hoffer motioned to accept the bid for the 2015 winter from Central Salt. Susie Hackathorn seconded the motion.

– E-accelerator update: needing a list of all City of Lecompton businesses. Lynley, Jamin and Elsie will get together on Thursday to finish a comprehensive list so Elsie may get the information to E-communities people.
– City Wide Yard Sale advertising: Advertise on Craigslist, Perry around town, PRIDE facebook page, trading post, and Lawrence Journal World. Elsie Middleton motioned to allow no more than $100 be spent in advertising for garage sale notices. Susie Hackathorn seconded the motion. Motion passed. 5 yeas, 0 nays.

8:10PM – Mary Jane Hoffer motioned to adjourn. Elsie Middleton seconded the motion.
