July 20, 2015 LECOMPTON CITY COUNCIL MEETING MINUTES

6:45p.m. Mayor Sandy Jacquot brought the budget hearing for the 2016 Budget to order. Council Members Tim McNish, Jimmy Wilkins, Mary Jane Hoffer, Susie Hackathorn, and Elsie Middleton were present. The following were also present: City Clerk Lynley Sanford and City Superintendent Rance Roberts. No residents were in attendance. At 6:55pm Mayor Sandy Jacquot brought the budget hearing for 2016 to a close.

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Jimmy Wilkins, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford and City Superintendent Rance Roberts. Residents attending included Beverly Thrower, Justin Cook and Lana Keever

Elsie Middleton motioned to approve the July 6, 2015 City Council Meeting Minutes. Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays.

Susie Hackathorn motioned to approve the bills before the council. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

Jimmy Wilkins motioned to adopt the 2016 Budget at written. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays

Justin Cook – present to discuss tile flooring options and view samples of porcelain vs. ceramic. He suggested porcelain tile with a mild texture. The council agreed and requested colors in earth tones and both 12”x12” tiles samples and well as larger 18”x18” sizes Additional discussion about wood flooring occurred: white oak vs. red oak; select & better grade vs. #2 grade (select & better was recommended). Justin agreed to provide actual tile samples at the next council meeting and informed the council that it will take about 10 days to get a tile order delivered here. The council asked Justin to bring in examples of his work on backsplashes as they may add a tile backsplash in the Kitchen.

Beverly Thrower – present for review of her property. The council reviewed pictures from that day: Beverly stated that the honey suckle and trumpet vines had all been removed, lots of mowing had been done, spraying of weeds and poison ivy, brush on front bank was removed. Beverly also indicated that the patio furniture on the South patio had been pulled out to be used properly and she had found a nice place for her bird bath. General consensus of the City Council is the matter is now resolved.

Lana Keever with Lecompton Mobile Home Park asked the council if a blanket electrical inspection permit would be possible. The council discussed, and they agreed it would be fine, so long as any additional inspection costs for the same project were paid by the mobile lodge.
Susie Hackathorn motioned to approve a blanket electrical work/inspection permit for the Lecompton Mobile Home Park covering lots C3,C5,C7,C9,C11, C15 with the caveat that any additional inspection charges for this project will be paid by the Lecompton Mobile Home Park. Also approve Electric upgrade for lot 18B, normal fee to be charged for this unit. Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays.

The council discussed previous property issue with 637 Whitfield; Jo and Lacey Falk. Superintendent Rance said they have done a lot of work cleaning up the back yard area and mowing, and in the front they mowed the yard inside the fence and the front the ditch. They had picked up a lot of the trash and it looked like they made an attempt at organizing the front yard. City Council reviewed photos taken that day and felt more improvement needed to be made and asked that the City Attorney be contacted to proceed with an order of violation.

.Rance –
– High Service pump at water plant sounds like it has a bearing going out on the motor, will need to have it checked out.
– 2007 Chevy 1-Ton pickup – at Dale Willey in Lawrence, have been having issues with the battery draining. Dale Willey can’t find anything wrong with it. Council said to pick it up, if it continues to drain the battery try taking it to Ed Bozarth in Topeka.

– Reminder that the Conditional Use Permit meeting for the Burning Barrel at the Christmas Tree Farm will be Wednesday July 22nd at 6pm at the Lawrence City Hall.
New Business –
– Review the list put together by Susie Hackathorn from council member meeting at the Community Building regarding updating and rearranging the kitchen.
