October 05, 2015 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Elsie Middleton and Susie Hackathorn were present at roll call. Tim McNish and Mary Jane Hoffer were absent. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts and City Attorney Jeff Heiman. Residents attending included Cyndi Treaster, Bill Smith, Paul Bahnmaier and Jamin Nally.
Susie Hackathorn motioned to approve the September 21st, 2015 City Council Meeting Minutes.
Elsie Middleton seconded the motion.
Motion passed 3 yeas, 0 nays.
Jimmy Wilkins motioned to approve the bills before the council. Susie Hackathorn seconded the motion.

Paul Bahnmaier – presented the sign discussed back in July that will be posted on the pad near the lagoons. Council thought it looked great!
PRIDE Building – Water leak issue in Ft. Titus room, had someone with WCS construction come out at look at it, he suggested hand digging to bottom of foundation, putting silicone on the building, and then putting up a vinyl liner to help keep the wall from leaking. The cost for this would be between $1200-$1400 – also leaks around window, may need to tuck point? Council would like to get a mason’s opinion, and have the guy with WCS come in to discuss his plan at the next meeting. The renovations to the Auditorium are pretty much completed! The next room to be improved will be the Ft. Titus room.
Jeff Heiman –
• Cox Franchise agreement – Elsie Middleton motioned to approve a 5% franchise fee to be collected by Cox communication and paid to the City of Lecompton for provided cable and internet services to our community. Jimmy Wilkins seconded the motion.

• Election changes – Jeff is looking into how/what the best ways to change our City Ordinances to comply with the changes in the Election schedule.
Rance –
– Crack sealing completed, all of Whitfield and most of 7th street were sealed
– High service pump was returned from Patchen, the bearings were out of it. Still hoping to acidize both wells by the end of the month.
– Space heater for Shop – council agreed Rance should get one, but they prefer him to find an electric heater.
– 1-Ton didn’t start on Monday; first time it’s done this in months. If it does this again, take it to Ed Bozarth in Topeka.
Lynley –
– Jimmy Wilkins motioned to approve the Hach service agreement for the CL-17 machine at the water plant. Elsie Middleton seconded the motion.

– Jimmy Wilkins motioned to approve the purchase of a professional Santa suit, Professional Santa beard/wig set, Majestic Santa Bag and Santa Belly pad. Elsie Middleton seconded the motion.

– Susie Hackathorn motioned to approve the Jayhawk Utility Software Assurance contract, Elsie Middleton seconded the motion.

Old Business –
– CB Rental Fees: Jimmy Wilkins motioned to increase the Community Building Rental fee to $50 plus a returnable $30 deposit. Effective January 1, 2016. Elsie Middleton seconded the motion

– Next meeting council would like to discuss more the “rules for use” and replacing tables/chairs
– Paint for Community building walls:
Main room: council chose Rainwashed Green, keep white trim with egg shell wall finish
Kitchen: leave up to City Clerk: color palette choices between cards 13-19.
New Business
– Jimmy Wilkins motioned to pay out ½ of Rance’s comp time hours that he has accumulated. Susie Hackathorn seconded the motion.

– South Lawrence Traffic Way/Turnpike options: Keith Browning would like to know if the City of Lecompton has an official opinion on the best option for the SLT/Turnpike options. The council discussed: Decided that the council and the citizens of Lecompton are split on what the best alternative is, and so the City chooses to not take a stand on the matter at this time.
– Jeff Pattin, written request to draw more funds for payroll and supplies to continue with Community Building project. He requested $20,000. Susie motioned to approve paying Jeff Pattin the requested draw amount of $20,000 to be used towards payroll and supplies for the Community Building project. Jimmy Wilkins seconded the motion.
