October 19, 2015 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Jimmy Wilkins, Mary Jane Hoffer, Elsie Middleton and Susie Hackathorn were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts and City Attorney Jeff Heiman. Residents attending included Beverly Thrower, Chris Windler, Bill Smith, Justin Cook, Jamin Nally, Shane Jones, Richard and Muriah Bayless, and Kevin .

Elsie Middleton motioned to approve the October 5th, 2015 City Council Meeting Minutes. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

Tim McNish motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Beverly Thrower – had a water leak, requested a water bill adjustment and 3 months to pay off what was due. The Council determined that the request was in accordance with the City’s best policy practices, general consensus was the adjustment and payoff time needed was approved.

Jamin Nally – Special event question: presented a potential Oktoberfest for October 1st, 2016. Details include closing a section of Elmore Street. Having a German (Volkswagen) inspired car show, beer sampling, baby jay’s legacy of hope children’s play area, possible 5K run in the morning, Council thought it sounded interesting. Asked Attorney Jeff Heiman to look closer at the licensure requirements for the city, but to proceed.

Rance –
– Chris is WCS was present to discuss his plan/bid to help prevent water leaking into the PRIDE building. He said that a drain tile would not be necessary, he felt the leak was not caused by hydro-static pressure (not a seeping problem). He indicated he would dig down to the footings, apply a water proofing solution, then use mel-roll. He would guarantee his work in the area that he covered. Council decided to put on the first November agenda to take action.

Lynley –
– Final review of City Newsletter – add in Planet Aid bin at Elementary school, adjust format so titles are on page correctly, then send out.
– Chairs/Tables for Community Building: Yellow stackable chairs go in the trash. Susie Hackathorn made a motion to approve spending $2500 on tables and chairs, the majority of the money to be spent on chairs with the intent to purchase 100 chairs. Any remaining money can go to the purchase of new light weight tables. Mary Jane Hoffer seconded the motion.
Motion carried 5 yeas, 0 nays
– CB rules – Reviewed rules added no tape on walls, clean microwave, and if damage to the walls because of tape, the deposit will not be returned.

Old Business –
– Update on SLT/TAG
– E- accelerator meeting Wednesday 10/21/15 @ 5:30pm
– Kroeger’s Meats were in the LJ world in the food truck article. Popular Farmers market vendor

New Business –
– Jones street property questions: Shane Jones presented a survey where a portion of his existing acreage was platted into two portions. The proposed division of property needs to be approved by the planning commission, and the City Clerk will help arrange a meeting for their review.

8:21pm Tim McNish motioned to go into executive session for 10 minutes to consult with the City attorney on matters that are deemed privileged in an attorney-client relationship. Susie Hackathorn seconded the motion.

8:31pm Mayor Sandy Jacquot brought the City Council Meeting back into general session
8:32pm Jimmy Wilkins motions to return to executive session for 3 minutes to further consult with the City attorney on matters that are deemed privileged in an attorney-client relationship. Elsie Middleton seconded the motion
Motion passed 5 yeas, 0 nays.
8:35PM Mayor Sandy Jacquot brought the City Council Meeting back into general session.
Jimmy Wilkins motioned to wait 120 days to respond to the claim against the City as filed by Allen Jack, while the City continues to investigate the matter further. Elsie Middleton seconded the motion.

– Informed the City Council that an electrical upgrade permit for 441 Isacks was approved during the off week
– Mayor Sandy Jacquot brought discussion about a Summer Foods program for the City to help provide one good meal to the City Youth through the summer. The Church may become involved and possibly the school district. The Lawrence Public School district has offered to prepare the food for us, someone would just have to pick it up. The program serves children 18yrs and under. More details to come. General consensus is we should begin the program here.
