November 16, 2015 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Jimmy Wilkins, Mary Jane Hoffer, Elsie Middleton and Susie Hackathorn were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts. Residents attending included Lori Wilkins, Shawn Ball and Jamin Nally

Elsie Middleton motioned to approve the November 2, 2015 City Council Meeting Minutes Tim McNish seconded the motion with a suggested addition, in regards to the SAFE program, make note that it is a Perry Lecompton High School
Motion passed 5 yeas, 0 nays.

Susie Hackathorn motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Shawn Ball – approached the Lecompton City Council about increasing the cost of trash service from $11.80 per pick up to $12.30 per pick up, a $0.50 increase. Mary Jane Hoffer motioned to approve the $0.50 per pickup increase. Tim McNish seconded the motion.

Building permit # 15-248 for Lisa Herschell to move a new modular home onto the property at 240 Clark St.
Elsie Middleton motioned to approve the building permit pending verification of the crawl space. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays

Rance –
– Park lighting/Westar pole decorating (9am)/park decorating on Thursday November 19th (10:30am)
– Repaired roof shingles on PRIDE building
– Wastewater exam on December 10th

Lynley –
– Fire department said they would deliver Santa on 11/28
– Neighbor to Martha Martin came in to pay water bill, and made comments about the aggressive nature of the dog that we have received complaints about. Concern over dog making it out of the fence and attacking children. Consensus of the council is to reach out to Martha Martin and talk to her more about the dog and other comments/concerns.

Old Business –
– Reviewed PRIDE building repair bids.
Susie Hackathorn motioned to approve the Windler Construction System bid for $1050 to make repairs to the SE side of the PRIDE building to prevent water leaking. Elsie Middleton seconded the motion.

– Douglas County Emergency Preparedness sent a donation request. The council had requested more information about the benefiting communities. Douglas County Emergency preparedness replied the first community to benefit would be Wellsville, then Eudora and Lecompton. Susie Hackathorn motioned to approve a $75 donation to Douglas County Emergency Preparedness for Emergency Kits. Mary Jane Hoffer seconded the motion.

– E-Communities update: presented the “shop Lecompton first” campaign with window clings for store fronts and automobiles. Jimmy Wilkins motioned to approve purchasing 30 campaign window clings. Tim McNish seconded the motion. More discussion occurred – if price break is given for purchasing 50 as opposed to 30 then go with purchasing 50.

– Community Building items that aren’t being moved back into the building such as the old metal folding chairs, heavy brown tables, serving carts, primitive wooden table, etc.. the council decided that we would go ahead with the plan to silent auction the items off. Make available in City Office during office hours, and will be available at the Park lighting ceremony on the 28th. Silent auction to close on 12/7/2015 at 12:30pm. Old cleaning chemicals to be disposed at the Douglas County household waste center.

New Business –
– Appointment to fire board – Tim McNish appointment will be expiring soon. The general consensus of the council was to have Tim represent the council again. Susie Hackathorn motioned to appoint Tim McNish as the City Council representative on the fire board. Elsie Middleton seconded the motion. Motion passed 5 yeas, 0 nays

8:05PM – Elsie Middleton motioned to adjourn. Tim McNish seconded the motion.
