December 07, 2015 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Jimmy Wilkins, Mary Jane Hoffer, Elsie Middleton and Susie Hackathorn were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts City Attorney Jeff Heiman. Residents attending included Lori Wilkins.

Mary Jane Hoffer motioned to approve the November 16, 2015 City Council Meeting Minutes Elsie Middleton seconded the motion, changing the time to decorated the park to just 10:30am
Motion passed 5 yeas, 0 nays.

Susie Hackathorn motioned to approve the bills before the council. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

Jeff Heiman spoke with the council about election terms. Changing the ordinances regarding commence of terms, the first meeting, and possibly adjusting appointments. Jeff is going to more work on this, the council requested that he attend the December 21st meeting.

Rance –
– Seasons greeting sign – working on making repairs, won’t be able to put up this year, hopefully next year. Jimmy suggested using rope lights instead of strand lights.

Lynley –
– Send information fliers to grade school next year at Perry and Lecompton for Santa visit.
– Ask City Clerks list serve about comment controls on Facebook.

Old Business –
– Shane Jones property split was approved by planning commission. Documents were signed and mailed to property owner.
– The Mayor reported to the council that Martha Martin was contacted, and notified of additional comments regarding her dog. No action was taken

New Business –
– Ordinance #818 increasing solid waste rates: Elsie Middleton motioned to approve the ordinance increasing solid waste rates $.50 as requested by Shawn Ball. Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays
– The council discussed how to disperse the remaining candy canes from the park lighting ceremony. It was agreed that Elsie would provide candy canes to the PRIDE young dancers group first and remaining would be given to the church to give to family’s
– Metropolitan Planning Organization appointment to committee, Mary Jane Hoffer was our previous representative. Jimmy Wilkins volunteered to be the next committee representative.
– City Surplus auction ended, the council reviewed the bids. Mary Jane Hoffer motioned to award items to bidders as presented. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays
– Employee vacation time – Discussion with the council about paying out remaining vacation time or paying it out. Previous common practice has been to pay out vacation. Elsie Middleton motioned to pay out remaining vacation time, Susie Hackathorn seconded the motion.
Motion passed 5 yeas, 0 nays

8:05PM –Jimmy Wilkins motioned to adjourn. Elsie Middleton seconded the motion.
