January 04, 2016 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. Council President Jimmy Wilkins was absent. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, and City Attorney Jeff Heiman. Residents included Ken Smith

Susie Hackathorn motioned to approve the December 21, 2015 minutes; Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays.

Elsie Middleton motioned to approve the bills before the council. Tim McNish seconded the motion.
Motion passed 4 yeas, 0 nays

Ken Smith – Presented a concern regarding the Lecompton United Methodist Church water bill and meter reading. The water bill indicated the church used 17,000 gal of water over the course of a month. Ken decided to monitor the meter for leaks. In the course of a week the Church only used 400 gal. The City Clerk indicated that the City Superintendent could change out the old meter for a new meter then send in the old meter to be tested for accuracy. If the meter tests within allowable limits the Church will pay for the meter replacement. If the meter tests bad, then the City will adjust the last bill and no payment for the meter will be needed.

Jeff Heiman –

Rance – water main break on Clark Street, working on repairs and finding correct size couplers etc, will know more tomorrow.

Lynley –
– Deadline for candidate filing is Tuesday January 26th at noon.

New Business –

– PRIDE – coal room: inspected by Pat Wempe; he indicated it was structurally sound. Waterproofing discussed with Chris Windler with Windler contruction; he suggested digging down and pouring a new concrete overlay. It was also mentioned that a flowable fill concrete overlay could be used or possibly a latex type material.
– GAAP waiver – Resolution #295 waiving GAAP – Elsie Middleton motioned to approve resolution #295 waiving the Generally Accepted Accounting Principles, Tim McNish seconded the motion.

– Wednesday is the legislative delegation meeting – Mayor Sandra Jacquot is going to attend to speak with our legislature regarding elections and highway funds.

7:29PM – Mary Jane motioned to adjourn. Elsie Middleton seconded the motion.
