April 4, 2016 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Tim McNish, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, City Attorney Jeff Heiman. Residents or township members included Lori Wilkins.

Susie Hackathorn motioned to approve the March 21, 2016 minutes; Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Mary Jane Hoffer motioned to approve the bills before the council. Jimmy Wilkins seconded the motion.

Jeff Heiman –
– Lecompton mobile home park: requested state zoning letter for dealers license. Elsie Middleton motioned to approve the zoning request and add an appendix in the compliance that states so long as the mobile homes that are sold stay in the park (up to 57 lots) for a certain number of years and they are not selling homes to be moved.
– Chapel of Lecompton – zoning issue letter sent out today requesting owner come to meeting on 4/18

Rance –
– Refrigerator in Community Building – consensus of the council is if the current refrigerator is bad purchase a new one for a reasonable amount.

Lynley –
– Select representative to report to Emergency Operations Center in case of Emergency. The council selected the Mayor.
– Emergency Contact information )3 people) who could make executive decisions of what is needed for the City in event of an Emergency: 1. Mayor – Sandra Jacquot; 2. Council President –Jimmy Wilkins 3. Council Member – Mary Jane Hoffer

Old Business

New Business –
– Appointment to Jefferson/Douglas County Solid waste committee: Mary Jane Hoffer volunteered. Elsie Middleton motioned to approve Mary Jane Hoffer be appointed to the Jefferson/Douglas County Solid waste committee. Susie Hackathorn seconded the motion.

– Discussed portable toilets for park – general consensus is port-a-potties is not the desired direction to go, maybe look into cost of building a single restroom building
– Territorial Day Donation – Susie Hackathorn motioned to approve $1500 to donate to the Territorial Days Committee. Mary Jane Hoffer seconded the motion.

– Contract for Fun services – inflatables/rides for Territorial Days. Jimmy Wilkins motioned to approve the contract for Fun Services inflatables and rides as long as fun services lists the City of Lecompton as an additional insured. Tim McNish seconded the motion.

– Reminder local elections Tuesday 4/5 from 7a-7p at City Hall
– Look into updating building/electrical code to better coincide with Douglas County.

7:50 PM – Jimmy Wilkins motioned to adjourn. Elsie Middleton seconded the motion.
