August 7th City Council Meeting Minutes

August 17, 2017 LECOMPTON CITY COUNCIL MEETING MINUTES

6:45 P.M. Mayor Sandy Jacquot brought the Lecompton City Budget hearing to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Tim McNish, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts and City Attorney Jeff Heiman. Residents or township members included Lori Wilkins

Mayor Jacquot presented the 2018 Budget, and asked if anyone had any questions or concerns. No comments were made.
Mary Jane Hoffer motioned to approve the 2018 Budget as proposed. Susie Hackathorn seconded the motion.
Motion passed 5 yeas, 0 nays.

The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts and City Attorney Jeff Heiman. Residents or township members included Kathy & Eric Youngquist, Rita & George Mathews, Lyle & Millie Fergus, Daryle & Shelley Urban, Donna Gowing, Deanna Posik, Dennis Gowing, Mary Sue Sledd, Chrissie & Dustin Gruver, Casey Pollard, Robert Skinner, Vickie Clark, Delpha & Richard Kenney, Helen Schnoes, Richard & Ella Thacker, Beverly & Abby Thrower, Bradley Goodrick, Linda & Gary Kroeger, Lori Wilkins, Bob Weeks, Bill Gerdes, Taylor Dietz, Jamin Nally, Troy Pfeffer, and John Hackathorn.

Jimmy Wilkins motioned to approve the July 17th & July 24th, 2017 City Council Meeting Minutes, Mary Jane Hoffer seconded the motion. Elsie Middleton and Susie Hackathorn indicated corrections for the July 24th, 2017 meeting minutes.
Motion passed 5 yeas, 0 nays

Tim McNish motioned to approve the bills before the council. Jimmy Wilkins seconded the motion. Susie Hackathorn pointed out that payroll amounts for some of the employees were not listed on the record of ordinance, and asked that it be added.

Kathy Youngquist, Eric Youngquist, and Helen Schones brought a proclamation to the council regarding the first week of August being Farmers Market Week. The Perry-Lecompton Farmers Market is located in the parking lot of Bernie’s Gas Station at 24hwy and Ferguson Rd. It is open from May-October on Fridays from 4P-6:30P

Daryle Urban presented building plans with his building permit no. 17-257. Council reviewed the plans and checked square footage requirements of homes in R1 districts, also provided was an approved permit for private septic system from Douglas County Health. Mary Jane Hoffer motioned to approve building permit no. 17-257, Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

An idea was phoned in to be presented by the council to hang American flags or banners on the light/utility poles downtown on Elmore street and up Woodson Ave. Possibly alternate with City of Lecompton Flag. The City Council requested that the City Clerk speak with Greg Howard regarding the idea and bring more information to the next council meeting.

The City Council reviewed Ordinance 822 regarding the keeping of chickens/hens. The Mayor provided explanation of the Ordinance; the City Council then presented their individual thoughts. The meeting was then open to public comment. The Council read and reviewed a letter from Paul Bahnmaier with the Lecompton Historical Society and City Clerk notes for those that called in to the office to leave a comment.
Jimmy Wilkins motioned to approve Ordinance 822 as it reads. Susie Hackathorn seconded the motion.

Jeff Heiman –
– Solid Waste Disposal agreement for transfer of service provider for SM Ball and Inland waste. Attorney Jeff Heiman suggested a change and assignment letter to outline what is expected from each party.
Susie Hackathorn motioned to approve the contract. Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays.

Rance –
– Jimmy Wilkins motioned to payout 53 hours of comp time for Rance Roberts. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nay

– Jimmy Wilkins discussed possibly purchasing a mini excavator to assist Rance with repairs for water lines, cleaning out ditches and things. The general consensus of the council is that it would be good to look into it. Jimmy will look into costs of a good used piece of equipment and then present it to the council.
Lynley –

Old Business
– Property reviews – Pat Ragan property at 334 Clark: has started mowing, council decided to not take any further action at this time. Dennis Hatcher property at 130 E. Woodson, no improvements and certified letter has not been picked up or returned. Council requested to put it on the next agenda.

New Business
– Taylor Dietz building permit no. 17-258: Previous concerns regarding personal septic system was discussed and road concerns. Jimmy Wilkins motioned to approve permit no. 17-258 for new residential building permit contingent on Douglas County Health approving the personal septic system. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.
– Water meter at Shaner building and building division for individual selling of individual units. Can each unit be owned individually? What about shared walls that have shared access? According to county tax records the property is listed as one unit for tax purposes. One master meter services the building with 4 separate meters in the basement. An attorney for Beth LaCava contacted City Attorney Jeff Heiman and it was indicated that each individual unit is subdivided. This matter will need more review.
– Marlene Hackathorn’s lift station needs to be installed and originally it was planned that Todd Hurd would do it but he is booked with too many other projects.
Jimmy Wilkins motioned to approve Jeff Morris excavating to install the lift station at Marlene Hackthorns. Tim McNish seconded the motion.

– Susie Hackathorn is interested in looking at City Council meetings from the 1930’s to current. Would the council be comfortable if she would remove them from City Hall to review at the Lecompton Historical Society? The general consensus of the Council is that as a former City Clerk, they would be in good hands for review and they were okay with the request.

8:35PM – Jimmy Wilkins motioned to adjourn. Elsie Middleton seconded the motion.
