October 16, 2017 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Council President Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Susie Hackathorn, Mary Jane Hoffer and Elsie Middleton were present at roll call. Mayor Sandra Jacquot and Superintendent Rance Roberts was absent. The following were also present: City Clerk Lynley Sanford. Residents or township members included George and Rita Mathews, Greg Howard, Troy and Vickie Clark, and Jamin Nally.

Susie Hackathorn motioned to approve the October 2, 2017 City Council Meeting Minutes,
Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays

Tim McNish motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays

Rance Roberts was absent, but City Clerk, Lynley Sanford spoke for him. He will be returning to work Wednesday, and is planning on emptying the salt brine tank to inspect it for a leak. Rance is thinking the internal bracing has caused an issue in the fiberglass causing the leak.

Lynley –
– Final review of the newsletter. Mary Jane Hoffer approved the newsletter for print with corrections. Tim McNish seconded the motion. Motion passed 5 yeas, 0 nays.

Greg Howard came in to talk to the council about the banner flags that we had discussed previously. Greg has turned in the application, Westar has 45 days to respond. Looking at putting 8-9 banners up Woodson Ave. and 4 Downtown. Total cost of this project is estimated to cost around $2000.00. Each flag is $65, plus 2 brackets @ $50 each making the total cost of each flag $165.00

Nuisance properties
– Hatcher 130 E. Woodson – Hold off for now, has shown improvement in cleaning up the property.
– Ragan 344 Clark – Condition is the same, contact City Attorney about moving forward with action on the violation
– Janes 410 E. Woodson – Condition is the same, contact City Attorney about moving forward with action on the violation.
Elsie Middleton motioned to approve moving forward to abate the nuisance. Tim McNish seconded the motion. Motion passed 5 yeas, 0 nays.

Old Business
– Water accounts for Shaner buildings tenants. It was decided that the water metering and billing could not continue in the manner that it is currently being handled because the building is no longer owned by one individual.
Susie Hackathorn motioned to approve the City extending the water main from the existing main at the master meter to the north and south and setting individual meters, meter pits, setters, etc. for the remaining business units and replacing sections of sidewalk removed. It would be up to the property owner to install the water supply from the meter to the building. Tim McNish seconded the motion. The council mentioned, that the installation of water lines from the meters to the building would be time sensitive, and the City Clerk is to notify the property owners of the City’s intention and what is expected of them. It would be wise to have a plumber and a plan so the project could run cohesively together.
Motion passed 5 yeas, 0 nays.
– Downtown business grants, the council agreed they would like to keep this idea going, and requested to see this on the agenda after the 1st of the new year.
– Ice House – Entrepreneurship program: this is a certificate program that develops an entrepreneurial mindset and skills like critical thinking, communication, problem solving, and other key assets cruicial for success in business and in life. There are 8 grants available. This program is taught at the KU school of business. The council requested more information, maybe to contact the network KS field manager.
New Business
– PRIDE approved Lawrence landscape work for east side rock area. It will cost roughly $2100.00. They have already been provided a PEC for tax exempt purchases related to the work.
Mary Jane Hoffer motioned to have the Lawrence Landscape project at the PRIDE building to continue to move forward. Tim McNish seconded the motion.

– Douglas County Emergency Management sent in a request for donations. The Council made their last donation of $75.00 in 2015. The council requested that we ask what group of children they will be provided the kits for. Also ask if they would consider coming out for a Summer Foods program presentation.
