April 21, 2014 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call.. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts and City Treasurer Ronald Thacker. No residents were present

Susie Hackathorn motioned to approve the April 7, 2014 City Council Meeting Minutes with one correction, the Mayor’s last name is Jacquot not Nichols. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Tim McNish motioned to approve the bills before the council. Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays.

Rance –
– Update on Streets and suggested repairs
Jimmy Wilkins motioned to repair and chip n’seal the streets as suggested by Rance, $30,000.00 of the cost will come from the special highway fund, $7,032.00 will come from the general fund. Up to $10,000.00 may also be used from the general fund to do necessary patchwork, asphalt repairs, pay part time help and cover equipment rental cost and any other necessary costs for street repairs. Susie Hackathorn seconded the motion.

Lynley –
– Voting locations – council agreed moving the voting location to the Community Building would be great.

Old Business –
– Update on Alan Jack property cleanup – completed
– Territorial Day Contract: Jimmy Wilkins motioned to approve the City of Lecompton being the signee for the Territorial Day Rides/inflatables contract. Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays
– Update on Heritage grant – no votes for flooring improvements in our community building, but Constitution Hall and Lecompton Historical Society both fared well. The general consensus of the Council is to move $20,000.00 into a capital improvement fund for the Community Building project and then add to it as possible and apply for the grant next year.
– Water Pressure at USD #343 old gymnasium; Rance will work with Phil Hart (USD #343 School Superintendent) on this to get the problem resolved as soon as possible.

New Business –
– BZA appointments: Crystal Leming, John Hackathorn, Brenda Hastert.
Mary Jane Hoffer motioned to approve the Mayor’s appointments of the new BZA members. Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays
– Salt Bid reviews
Tim McNish motioned to accept the salt bid from Central Salt, Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays.
