May 21, 2018 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Mary Jane Hoffer Jimmy Wilkins and Elsie Middleton were present at roll call. Council members Susie Hackathorn & Tim McNish were absent. The following were also present: City Clerk Lynley Sanford and Superintendent Rance Roberts. There were no Lecompton residents or township members present.
Mary Jane Hoffer motioned to approve the April 16th, 2018 City council Meeting Minutes. Jimmy Wilkins seconded the motion.

Jimmy Wilkins motioned to approve the bills before the council. Elsie Middleton seconded the motion.

Rance –
– Lagoon cell 2 has lots of algae growth. KDHE recommended using Barley Straw as a natural treatment to get rid of the algae. We have some ordered and will begin the treatment process when it is received.
Lynley –

Old Business
– Sewer service for downtown businesses – 336, 338, 340, 342 Elmore. The main sewer line ends at the cleanout, there is no service to the North. Council discussed what to do next because we still don’t know where the service lines for the businesses run. It was decided to see if Floyds Drain Cleaning could trace out the lines so we have a better idea of where the sewer runs.
– Resolution 301 – setting show cause hearing for 334 Clark lots “A” & “D”. Hearing will be set for Monday July 2nd. Mary Jane Hoffer motioned to approve and publish resolution 301, Elsie Middleton seconded the motion.

– Plants for marquee sign flower bed: Elsie is going to wait until the rose bushes are removed before planting. The council also discussed Paul Bahnmaier who has taken care of watering the planters for so many years. He is not able to that anymore. Council first would like a Thank You card to send to Paul at the next council meeting for everyone to sign, for all the years he has planted, watered and cared for the flowers. The council then discussed future care of the containers. After some discussion, Mary Jane Hoffer motioned to approve Sharron Roberts to help plant and care for the flowers. Reimbursement for her time will be at the same hourly rate that she cleans the Community Building for. Jimmy Wilkins seconded the motion.

– Reviewed application for an electric inspection permit for the City utility poles for electricity for territorial day. Jimmy Wilkins motioned to approve the permit, Elsie Middleton seconded the motion.

New Business
– Council requested that the clerk work with the City Attorney to create an ordinance allowing for Golf carts and side by side U.T.V’s on City streets.
– Mary Jane Hoffer – presented to the council plans for the PRIDE building, adding a concrete slab & picnic table on the east side of the building. Superintendent Rance felt like this was a project he could handle. Will work towards a total cost to let PRIDE group know.
– Jimmy Wilkins motioned to pay out half of Superintendent Rance Roberts comp time. Elsie Middleton seconded the motion.

– Building permit no.17-260 needs an extension, Elsie motioned to approve a 90 day extension, Mary Jane Hoffer seconded the motion.

– The council requested that payments for fun services be held until details on the contract could be worked out and inspection certificates were provided for the inflatables. Additionally payment for the Zip-line is to be withheld until inspection certificate is provided.
– 7:56PM – Elsie Middleton motioned to adjourn. Jimmy Wilkins seconded the motion.
