August 6, 2018 LECOMPTON CITY COUNCIL MEETING MINUTES

6:55 P.M. Mayor Sandy Jacquot opened the budget hearing for the 2019 budget. Council members attending the meeting included Tim McNish, Mary Jane Hoffer, Elsie Middleton and Jimmy Wilkins. Council Woman Susie Hackathorn was not present. Other attending included City Clerk Lynley Sanford, City Superintendent Rance Roberts and City Attorney Jeff Heiman. Resident Roy Paslay was also present. The council reviewed the proposed budget for 2019. There were no questions. Mayor Sandy Jacquot asked if there was anyone present who had questions or concerns regarding the budget; seeing none, Mayor Sandy Jacquot closed the budget hearing at 6:57pm

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Elsie Middleton and Jimmy Wilkins were present at roll call. Council woman Susie Hackathorn was absent. The following were also present: City Clerk Lynley Sanford, Superintendent Rance Roberts and City Attorney Jeff Heiman. Lecompton residents and township members included Roy Paslay.

Jimmy Wilkins motioned to approve the July 16th, 2018 City council Meeting Minutes. Tim McNish seconded the motion.
Motion passed 4 yeas, 0 nays

Elsie Middleton motioned to approve the bills before the council. Jimmy Wilkins seconded the motion.
Motion passed 4 yeas, 0 nays

Mary Jane Hoffer motioned to approve the 2019 budget as presented during the budget hearing, and to submit the budget to the Douglas County Clerks Office. Elsie Middleton seconded the motion.
Motion passed 4 yeas, 0 nays.

Rance –
– Update on Lagoons: the additional barley straw is not keeping the filamental algae from re-growing. We have spent roughly $500 on straw. Was referred to Matt Niewald with Hartland Environmental to evaluate lagoon health and suggest a plan of action, possibly using Specific Enzyme bacteria.
Mary Jane Hoffer motioned to authorize the purchase of the recommended product for treating our lagoons up to $600.00 with-out further consent from the council. Jimmy Wilkins seconded the motion, the council discussed if $600 was enough money to authorize. Mary Jane retracted the amount of $600 and changed her motion to include up to $1500.00 without further consent. Jimmy Wilkins seconded the motion.

– Skid loader is having a hydraulic drive issue. It is going to Whitestar on Tuesday to be looked at and repaired.
– Regarding the sewer main at 3rd and Whitfield, it runs between Lyle Fergus and Mary Jane Hoffers land. The sewer main is an exposed elevated section, which has a set of trees that have grown up and around it, kind of encasing it. The trees need to be cut off the main sewer extension. The council recommended obtaining bids.

Lynley –
– Aunt Netters Sewer connection should be handled shortly after the 13th of August
– I will be gone Friday August 17th

Old Business –
– Golf cart ordinance: the council requested to have example ordinances sent to them via email once again and include on next agenda.
– Speed bumps – get estimates on installation and possible rumble strips. Jimmy Wilkins will ask City of Lawrence road works division who installs them for the City.
– Update on claim for tree damage – Insurance adjuster said they were denying the claim to pay for damages to the building on Paslay’s property but would check on paying out for the tree removal.
– The council discussed the bid for the PRIDE building roof from Omega roofing. Greg Howard representing the PRIDE committee stated they are willing to donate $8000 towards the project to protect the building and all the improvements. Greg further updated the council on the projects PRIDE is working on such as the first floor bathrooms: paint and new toilets, installing and outdoor picnic table. Jimmy motioned to proceed with bid option #2 and to include the new roof hatch and to only accept $5000.00 towards the project from the PRIDE group. Susie Hackathorn seconded the motion.

– Council reviewed tree dry trimming bids from Browns tree service, Shamrock tree service, Massie tree service and Arbor tech. Jimmy Wilkins motioned to approve all three pages of the Massie tree service bid, omit stump grinding in the pioneer cemetery and parking island at community building. Holding them to the expectation that there will be a decrease in price if just felling the tree. Tim McNish seconded the motion.

– Review bid for concrete apron for alley across from post office (Susie’s alley).
Jimmy Wilkins motioned to approve Jim Hicks bid to remove and install concrete to the alley entrance. Just verify the repair area and make sure it’s consistent with the other bid. If not than reconvene. Elsie Middleton seconded the motion.

– Review bids for water line project from 5th-woodson – waiting for additional bids
– AT&T claim for damages regarding the line that was torn out during a water line repair project on Jones St. The council requested that City Attorney Jeff Heiman reply.

New Business –
– 2018 Chip n’ seal bid for the south end of town. After reviewing the month end reports, Jimmy Wilkins motioned to approve the full bid with the Jones street alternate. Mary Jane Hoffer seconded the motion.

9:50 PM –Mary Jane Hoffer motioned to adjourn. Elsie Middleton seconded the motion.
