September 17, 2018 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Elsie Middleton and Susie Hackathorn were present at roll call. Councilman Jimmy Wilkins was absent. The following were also present: City Clerk Lynley Sanford and Superintendent Rance Roberts. Lecompton residents and township members included Jamie Hatcher.

Susie Hackathorn motioned to approve the September 4th, 2018 minutes with one correction. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays.

Mary Jane Hoffer motioned to approve the bills before the council. A couple questions regarding the purchase of a CB Radio and payroll for our Part time City employee. Tim McNish seconded the motion.

Rance –
– Will be assisting the township as needed because they helped the City out so much.
– Chip n’seal update: Jones street is completed, and it looks great. There were some issues with the sealant oil from another tanker that did not pass KDOT inspections, we were anticipating a wait on continuing the chip n’ seal project. Nolan with Douglas County informed us later today that the project will be continuing Tuesday around noon and should finish by Wednesday evening.
– Had Kevin relief cut the entrance to Clark street so it can be ripped out and repaired.

Lynley –
– Update: USDA rural development review (happens every 3 yrs.) The auditor stated: I appreciated the recent opportunity to visit with you regarding the management and operation of the City Water Utility. It is evident that you are dedicated to the successful operation of the City. We passed with flying colors, he has provided me with new verbiage to update our demographics/civil rights questionnaire and provided me with contact information or someone to review our emergency management plan to see if we need much updating there.
– The bid from Kellum for the approved demolition of trailers has been withdrawn, would we like to go with the other option from Danny’s demoltion?
Susie motioned to approve the bid from Danny’s demolition to tear down and remove the trailers at 334 Clark “A” & “D”. Elsie Middleton seconded the motion.

New Business –
– Hach contract renewal for CL-17 field service agreement. There is a $41 increase in premium cost. Tim McNish motioned to approve the service agreement. Mary Jane Hoffer seconded the motion.

– KDOT letter was reviewed
– Vehicle registration sticker examples were provided. The council would prefer not to use aluminum, and the purchase and design is at the Clerks discretion.
– Health agency meeting schedule for the 20th has been cancelled. Will hopefully be rescheduled for a later date.
