July 01, 2019 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Mary Jane Hoffer, Elsie Middleton, Jimmy Wilkins and Tim McNish were present at roll call. Council member Stephanie Confer was absent. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts and City Attorney Jeff Heiman. Residents or township members attending included Paul Bahnmaier.

Mary Jane Hoffer motioned to approve the meeting minutes for the June 17th, 2019. Tim McNish seconded the motion.
Motion passed 4 yeas, 0 nays

Jimmy Wilkins motioned to approve the bills before the City Council. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays.

Paul Bahnmaier talked to the council with concerns about two trailers that are always parked along Halderman. He asked if the trailers could be moved or if there was anywhere else they could be parked? The Council said it was a public street and not much could be done regarding the parking, it’s not illegal. But Rance could move one of the trailers up into the driveway of the home at 339 Halderman when he has time to do so.

Jeff Heiman –
Discussed with council regarding solid waste contracts – no obligation that the City needs to provide notice, but as a courtesy we should when we feel time is appropriate. Still reviewing the contract for Honey Creek, working on redlining edits and will get it to them soon.

Rance Roberts –
– Skidsteer review of bids. The council discussed and decided to wait until September.

Lynley Sanford –
– Trevor Hastert provided information to the City regarding sponsoring Frisbee golf course – council asked they put it on the next agenda.
– Bond refinance reached out to the City to see if the City would be interested in refinancing the USDA rural development loans. The Council requested more information and would maybe be interested.
Old Business –
– Status on Brooke Viola camper on 7th St. has not changed. She seems to be only there on the weekends, and does not appear to be living out there full time. She still has not submitted a building permit.
– Boiler bid review – Both companies bid on replacing with same single unit, council would like to see a bid for smaller unites if possible.
– Lagoon dredging bid review – The council reviewed both bids but inquired about what the process for dredging was. Requested this information be gathered for next council meeting.

New Business
– Roof on City Hall – Adjust has been out to review the damage – no roofing companies have been out to bid work. Council would also like a bid to a basic metal roof to consider as a replacement option.
– PRIDE A/C replacement bids – there were 4 bids available for review – Jimmy Wilkins motioned to approve replacing the HVAC unit for Ft. Titus and replacing the compressor unit for the Kitchen as bid by SAMCO. Tim McNish seconded the motion.
Motion carried 4 yeas, 0 nays
– 339 Halderman – Allen Jack property – we have received complaint from the neighbors with concerns over nuisance animals living under the skirting of the home. Also, noted that a large amount of flies are in the interior of the home. The neighbors to the North are maintaining the yard at this time and there is concern regarding the safety of the tree house. The council discussed the property. The City Attorney said there are no open probate cases regarding this property. The City Clerk said there are no affidavit of equitable interest filed with the Title of the property or with the register of deeds office. The council agreed that the property owner Greg Trendel is who we should be contacting regarding any matter with this home. The council then asked the City Attorney send a formal letter to Greg Trendel. Elsie Middleton motioned to approve issuing an order of violation on 339 Halderman for environmental and nuisance code violations. Jimmy Wilkins seconded the motion.

– Ordinance 827 adjusts the commencement of terms for newly elected officials. Changing it to the 1st January meeting. Elsie Middleton motioned to approve Ordinance 827. Mary Jane Hoffer seconded the motion.
