March 16, 2020 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Mary Jane Hoffer, Tim McNish, Matt Roberts and Owen Mallonee were present at roll call. Council Member Stephanie Confer was absent. The following were also present: City Clerk Lynley Sanford, City Superintendent and Rance Roberts. Residents or township members attending included: Morgan Haney, Sonya Baeza and Paul Bahnmaier.

Mary Jane Hoffer motioned to approve the meeting minutes for the March 2nd, 2020. Matt Roberts seconded the motion.
Motion passed 4 yeas, 0 nays

Tim McNish motioned to approve the bills before the City Council. Matt Roberts seconded the motion.
Motion passed 4 yeas, 0 nays.

Angie Gantz teleconferenced in to review the renewal for municipal insurance coverage. Some corrections were made.
Matt Roberts motioned to approve the municipal insurance policy for the City of Lecompton and to increase coverage on the water tower to 1 million dollars, and noting to pay the difference on the change to the insurance premium. Owen Mallonee seconded the motion.
Motion passed 4 yeas, 0 nays.

Morgan Haney and Sonya Baeza were present to discuss updates regarding Territorial Days celebration. Ottoway carnival is planning on coming back for both Friday and Saturday. The Territorial committee asked the council for a larger donation this year, they would like to use ½ of the donation for operations and ½ of the donations towards offsetting the cost for families who may not be able to afford the full cost of the wristbands for their kids. So more children can come out and enjoy. Friday night event includes corn-hole tournament, BBQ Competition, Band on both nights. Food vendors include Cona Ice, Indian Tacos, Funnel cakes, Lemonade, cotton candy.
Carnival will be set up at the ball field.
Mary Jane Hoffer motioned to donate $3000 to Territorial Days. Owen Mallonee seconded the motion.

Paul Bahnmaier approached the council with some concerns: A large load of concrete rubble was dumped at 645 E. Second. Can the City send a letter regarding the mess here? The council discussed and agreed that a letter to Michial Coffman should be sent regarding yard conditions. The council asked if a letter had been sent to the Mullikins, which a letter had not yet been sent. The council discussed after reviewing the property if one really needed to be sent. After discussion an in-kind letter was requested to be sent to the Mullikins.
Paul also discussed concerns regarding the Lecompton Post Office and keeping a postal clerk at the premises. His concern was about how often our postal clerk changes and if the City would write a letter to the Senators asking them to add a full time postmaster position back to the City of Lecompton. Send a letter to the postal headquarters in Denver also. The general consensus of the council was yes, we could write one and send.

Rance Roberts –
– May not be here for Territorial Days – has a prior family engagement. May need help with barricades etc.
– Having issues with repairs made to various systems at the water plant – example: The ventilation fan, controls for the air compressor etc. Will be working on these things the next couple of weeks.

Lynley Sanford –
– Newsletter review – Some corrections were made, general consensus of the council was to make corrections and send out by Friday.
– Salt bid request to participate – General consensus of the council was yes, we would like to participate.
– Update that the KRWA annual conference has been cancelled 3/24-3/26.
– 2 C.D’s are up for renewal at First State Bank. Council agreed to let them roll over.
– Concerns regarding COVID-19: Council discussed likely hood for exposure and how best to protect employees and public. Owen Mallonee motioned to put City Hall on lock down – to accept payments by drop-box only, excess cash payments will be applied to next month’s bill. Lock down in effect until June 1st at that time will re-assess. Any complaints can be directed to Mayor Jimmy Wilkins.
Mary Jane Hoffer seconded the motion.

– Complain/Concerns regarding residents at 301 Elmore – Driving through yard, driving over water meter and performing burnouts on City Street in front of their house.
Council asked that City Attorney Jeff Heiman be contacted regarding the writing of this letter.
Old Business –
– Speed bump/signage –Resolution 14-01 adding a stop sign at 7th and Simons was brought to the council for review and approval. The council decided additional stop signs were needed to create a safe intersection. Make changes and add to the next agenda.
New Business –
– BZA – Board of Zoning Appeals – We have a need to call a special meeting for the board of zoning appeals. Mayor Jimmy Wilkins appointed Lori Wilkins, Jennifer Smith and Brenda Hastert to the board. Tim McNish motioned to approve these appointments, Matt Roberts seconded the motion.
Motion passed 4 yeas, 0 nays.
Executive Session –
– Employee pay rates – Mary Jane Hoffer motioned to go into executive session at 8:46pm to discuss non-elected personnel for 5 minutes. Matt Roberts seconded the motion. Motion passed 4yeas, 0 nays.

8:51PM – Mayor Jimmy Wilkins called the City Council Meeting back to regular order.
Mary Jane Hoffer motioned to increase the hourly rate for the City Clerk to $18.30 per hour. Matt Roberts seconded the motion. Motion passed 4 yeas, 0 nays.
Tim McNish motioned to increase the hourly rate for City Superintendent to $18.30 per hour. Mary Jane Hoffer seconded the motion. Motion passed 3 yeas, 0 nays – 1 abstain.

Mayor Jimmy Wilkins requested that a podium be purchased for audio/video set up as needed for the council chambers. There were no objections.

The council also discussed hiring for part time help. The council decided for now to post locally if it is okay with our City Attorney to do so. Pay to be determined.

9:00 PM – Mary Jane Hoffer motioned to adjourn. Matt Roberts seconded the motion.
