September 21, 2020 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Council President Stephanie Confer brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, Matt Roberts and Owen Mallonee were present at roll call. Mayor Jimmy Wilkins was absent. The following were also present: City Clerk Lynley Sanford and City Superintendent Rance Roberts. Residents or township members in attendance included Elsie Middleton. Meeting was streamed on Facebook live.
Owen Mallonee motioned to approve the meeting minutes for the September 8th, 2020. Mary Jane Hoffer seconded the motion.

Matt Roberts motioned to approve the bills before the City Council. Owen Mallonee seconded the motion.

Electrical permit for Lecompton Mobile Home Park Lot 9B – Owen Mallonee motioned to approve the permit. Stephanie Confer seconded the motion.

Elsie Middleton provided a bid from Sanford Remodel for sheetrock and vent repairs at the pride building.
Matt Roberts motioned to approve the bid from Sanford Remodel. Tim McNish seconded the motion.

Elsie Middleton discussed improvements to the storage/HVAC closet in the PRIDE kitchen which is the old ramp to the gym. It is a slanted ramp and relatively unusable. Elsie provided a bid by Sanford Remodel to build a platform to make the room more usable. The council had no issues with the bid and said the PRIDE group could review and approve as they see fit.
Additional questions regarding the sidewalk improvement timeline? Grant application to install will be over the course of the next 3 years. Concern regarding grass height in stauffer NorthWest lot – council asked a letter be sent for it to be mowed.
There was inquiry to the office regarding zoning/codes/laws of an individual being able to operate a daycare out of the PRIDE building, if it was something feasible. The Clerk had discussed zoning and possible issues with the City Attorney. The attorney indicated it was not a hard and fast no, that in a R-1 zoning district, in home day care facilities are allowed by a special use permit obtained through the Board of Zoning Appeals. There would need to be a lease contract and other indemnification agreements before it would be allowed, as the City nor the PRIDE group would want to be held liable for any actions of the day care provider. That can be discussed further if the individual would like to pursue.

Mary Jane Hoffer motioned to pay out Rance’s comp time down to 80 hrs. Owen Mallonee seconded the motion. Motion passed 4 yeas, 0 nays, 1 abstain (Matt Roberts)
– 7:20p – Councilman Matt Roberts motioned to go into executive session for 10 mins to discuss matters regarding non-elected personnel. Owen Mallonee seconded the motion.
7:30 p – Council President Stephanie Confer called the meeting back to order
Mary Jane Hoffer motioned to accept conditions of paperwork discussed during executive session. And to hold onto the paperwork until the Mayor is available to sign. Matt Roberts seconded the motion.
