City of Lecompton Council Meeting Minutes January 4, 2021

January 4, 2021 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 620 E. Woodson Ave, Lecompton, KS. Council Members Tim McNish, Stephanie Confer, Mary Jane Hoffer, and Owen Mallonee were present at roll call. Council Man Matt Roberts was absent. The following were also present: City Clerk Lynley Sanford and City Superintendent Rance Roberts. No residents or township members were attending at roll call. Paul Bahnmaier entered the meeting at 7:11pm. Meeting was streamed on Facebook live.

Owen Mallonee motioned to approve the meeting minutes for the December 21st, 2020. Stephanie Confer seconded the motion.
Motion passed 4 yeas, 0 nays

Mary Jane Hoffer motioned to approve the bills before the City Council. Tim McNish seconded the motion.
Motion passed 4 yeas, 0 nays.

Mayor Jimmy Wilkins made the following appointments:
Newspaper – Lawrence Journal World
City Attorney –Jeff Heiman
City Clerk – Lynley Sanford
Council President shall continue to be Stephanie Confer. The following positions will be represented by the following council member. Tim McNish – Streets; Mary Jane Hoffer – Trash; Matt Roberts – Water; Owen Mallonee – Waste Water and Stephanie Confer – Parks.
Tim McNish motioned to accept the appointments as stated. Mary Jane Hoffer seconded the motion. Motion passed 4 yeas, 0 nays.

Please note the following positions are up for re-election this fall: Mayor Jimmy Wilkins, Council members: Tim McNish and Owen Mallonee.

Jeff Heiman –
– Updated City Council on zoning questions at the Fire Department for fueling station.
– Discussion of property at 449 Halderman – Greg Trendel has indicated he will provide permission for the inspection. If we have information on the bank, we should notify them regarding the abatement. The council would like to move forward with the abatement of the nuisance.

Rance Roberts
– No updates

Lynley Sanford
– Interstate Elevator service agreement for 2021. Rate same as last year. Tim McNish motioned to approve the service agreement. Stephanie Confer seconded the motion.
Motion passed 4 yeas, 0 nays.
– Resolution 310 – adopting the updated Hazard Mitigation Plan. Owen Mallonee motioned to adopt resolution 310 with spelling correction. Mary Jane Hoffer Seconded the motion.
Motion passed 4 yeas, 0 nays.
– Resolution 311 – GAAP Waiver for 2021 year end. Mary Jane Hoffer motioned to adopt resolution 311 waiving the GAAP for 2021. Stephanie Confer seconded the motion.
Motion passed 4 yes, 0 nays.
– City Council discussed issue with alley south of the post office near 432 Elmore. Resident Deanna Posik requested no parking signs be posted along the alley. Because a used portion of the alley is on her private property, the City is not in the position to post the no parking signs. She may post signs if she would like. This seems to be more a dispute between neighbors that should be resolved between the two parties. Council advised for the City Clerk to send a letter to Miss Posik.

– If possible please get a copy and share of the recycle schedule.
– Paul Bahnmaier spoke to the city council and Thanking Superintendent Rance Roberts for doing a great job cleaning the streets.
Additionally this is a re-apportionate year, we hope Lecompton will stay with Douglas County. There could be re-alignment with the State Senators. Paul is planning to meeting with Barbara Ballard, so if the City has anything they would like to bring up, Paul would be happy to speak with her on our behalf during their zoom meeting.
