May 3, 2021 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Stephanie Confer, Mary Jane Hoffer, Matt Roberts and Owen Mallonee were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts. Residents or township members in attendance included Paul Bahnmaier, Phil Birkinsher, and Mike Curry. Due to technical difficulties meeting was not live streamed on Facebook.

Owen Mallonee motioned to approve the meeting minutes for the April 19, 2021. Matt Roberts seconded the motion.
Motion passed 5 yeas, 0 nays

Matt Roberts motioned to approve the bills before the council, Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays

Paul Bahnmaier talked with the council about the upcoming Fox 4 news interview for “zip trips”. Discussed cleanup around town, maybe put on Facebook that all yards be mowed, cleaned up, try to put our best foot forward. Pre-interview recording will be on 5/24 and then interviewing/airing will be on 6/4.

City Council reviewed bids for chip n’ seal from Douglas County bid tabulation including Vance Brothers paving and a bid from approved paving, LLC.
Owen Mallonee motioned to approve the chip n’ seal bid and road patching bid from Approve Paving, LLC. Matt Roberts seconded the motion.
Motion passed 5 yeas, 0 nays.

Jeff Heiman
– Thoughts on previously requested study session with the Lecompton Community Pride Group. Discussed concerns with the Kansas Opens meeting Act. As long as public notice is given and no decisions regarding city business are made, then there is no issue with having a work study session.
City Clerk will organize a date with Greg Howard and the Pride group to schedule a day in July for a work study session.
– 339 Halderman/Greg Trendel home update. Greg Trendel is no longer communicating with the Mayor or the City Office. There has been a mortgage foreclosure lawsuit filed in 2020. The property is still in Greg Trendel’s name. The bank now has lawyer’s involved for the foreclosure suit. The City Council requests that City Attorney Jeff Heiman contact the bank attorneys to gather facts and see what can be done about cleaning up the property.

Rance Roberts
– Update, the new metal maintenance building has been delivered. Will start building in the next 5 days.
– Sewer easement to connect to main on Lyle Fergus’s property. City Council asked Jeff Heiman to draw up the construction and permanent easement for access.

Lynley Sanford
– Vet clinic and City registration has been moved to Friday June 11th.
– Reviewed newly received job applications.
Owen Mallonee motioned to hire part time temporary summer employment for City Superintendent help, Harley Farrier for $12.50/hour for hours up to 30 hours to be worked for the week. Stephanie Confer seconded the motion.

Old Business
– Water plant HVAC update – Still have not received bid from Scott Temp. giving up waiting, looking for alternatives.
New Business
– Question was brought up to council member Mary Jane Hoffer regarding our lagoon size for capacity.
City Clerk Lynley Sanford looked at our lagoon permit, but didn’t see any obvious numbers regarding capacity. She is waiting for a call back from Jeff Lamfers with KRWA to assist with finding that information and will report back to the City Council.
– Jimmy Wilkins update on KDOT update regarding environmental impact study of the South Lawrence Trafficway. Open for public comment until June 21st. Hearing dates have been set, virtual public hearing will be held on Tuesday May 25th. Visit www.slt-ks.org for more details. Information provided on Lecompton facebook page.
– Zoom meeting this week with the US Finance Task Force, Brooke Sauer. Will ask that City Clerk Lynley Sanford is invited to attend the meeting also. Update at next council meeting.

Mayor Jimmy Wilkins stated he was interested in discussing the current City employees and salaries.

8:45pm Stephanie Confer motioned to go into executive session for 15 minutes to discuss personnel matters of non-elected personnel. Mary Jane Hoffer seconded the motion. Lynley and Rance were asked to step outside.

9:00 pm Mayor Jimmy Wilkins brought the City Council meeting back into open session.
• Councilwoman Mary Jane Hoffer motioned to increase superintendent Rance Roberts hourly rate 20%. Owen Mallonee seconded the motion.
Motion passed 4 yeas, 0 nays – 1 abstain (Matt Roberts)
• Councilwoman Stephanie Confer motioned to increase city clerk Lynley Sanford hourly rate 20%. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.
• Councilman Matt Roberts motioned to increase the hourly rate for City Treasurer position Tabetha Mallonee to $17/hour. Stephanie Confer seconded the motion.
Motion passed 4 yeas, 0 nays – 1 abstain. (Owen Mallonee)
• Councilwoman Stephanie Confer motioned to increase the hourly rate for City Employee Sharron Roberts to $15/hour. Owen Mallonee seconded the motion.
Motion passed 4 yeas, 0 nays – 1 abstain (Matt Roberts)

9:04PM – Matt Roberts motioned to adjourn. Stephanie Confer seconded the motion.
