August 23, 2021 LECOMPTON CITY COUNCIL MEETING MINUTES
6:50 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Special Meeting to discuss the Revenue Neutral Rate to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, and Matt Roberts were present at roll call. Councilman Owen Mallonee was absent. The following were also present: City Clerk Lynley Sanford. Residents or township members in attendance included Troy Clark, Cale Roberts and Elsie Middleton.
Mayor Jimmy Wilkins asked City Clerk Lynley Sanford to explain why the city was looking at passing a resolution allowing the exceedance. After the explanation, Mayor Wilkins asked if there were any additional public comments or concerns. There were no additional questions.
Councilman Matt Roberts motioned to approve resolution 312 allowing the City of Lecompton to exceed the Revenue Neutral Rate. Councilwoman Stephanie Confer seconded the motion.
Motion passed 4 yeas, 0 nasy
Councilwoman Stephanie Confer motioned to end the Revenue Neutral Rate exceedance hearing. Councilwoman Mary Jane Hoffer seconded the motion.

6:58pm Mayor Jimmy Wilkins called the City of Lecompton special meeting for the 2022 Budget to order.
Mayor Wilkins asked for any public comment or concerns regarding the 2022 budget as proposed with updates to exceed the Revenue Neutral Rate.
There were no public comments or concerns.
Councilwoman Mary Jane Hoffer motioned to approve the 2022 budget, Councilman Tim McNish seconded the motion.
Motion passed 4 yeas, 0 nays.
6:59pm– Mary Jane Hoffer motioned to adjourn the special meeting. Stephanie Confer seconded the motion.
