March 7, 2022 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, Matt Roberts and Owen Mallonee were present at roll call. The following were also present: City Attorney Jeff Heiman, City Superintendent Rance Roberts and City Clerk Lynley Sanford. No resident or township members were in attendance.
Matt Roberts motioned to approve the meeting minutes for February 22nd, 2022 Owen Mallonee seconded the motion. Motion passed 5 yeas, 0 nays
Stephanie Confer motioned to approve the bills before the council, Owen Mallonee seconded the motion.
Motion passed 5 yeas, 0 nays
Angie Gantz with AG Insurance reviewed the municipal insurance renewal, reviewed what values the city buildings and structures are insured for and spoke with the council about replacement costs.
Jeff Heiman provided an update regarding the David Burbank property on Third Street. Mr. Burbank spoke in person to attorney Heiman asking that he have until March 21st to complete the requested repairs to the home.
Rance –
– Making repairs to the actuators at the water plant and repairs to the aerators at the lagoons. No new updates.
Lynley:
– Council discussed the Mid-American Bank account for economic development in Lecompton.
Matt Roberts motioned to approve moving into the agreement to start the account with Mid-America bank for economic improvement for businesses in Lecompton. Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays.
– City Council discussed who would be authorized signers for the account for economic development. Stephanie Confer motioned to approve the Mayor, Council President, City Treasurer and City Clerk as authorized signers for the account. Mary Jane Hoffer seconded the motion. Motion passed 5 yea, 0 nays.
Old Business
– City Council discussed if there were any other additions to the City improvement wish list. It was asked that we have an arborist look at the giant elm tree in the middle of the City park to see if it healthy enough to keep. If healthy, obtain bids for cleaning up the dead wood. If not healthy get estimates for removal.
– Council asked to move forward with obtaining estimates for reshaping and landscaping the City Park. Erosion control around the community building stairs, edging around playground sand, sand/gravel containment, and sandbur/weed control.
New Business
– City Council asked that Morgan Shockley-Haney would come to the next council meeting on behalf of the Territorial Day Committee to discuss event plans and donations needed.
– Mayor Wilkins and council president Stephanie Confer will be absent at the next city council meeting. The city council discussed who should run the next meeting. Matt Roberts motioned that councilman Tim McNish would run the next City Council meeting. Owen Mallonee seconded the motion.
