October 17, 2022 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, Matt Roberts and Owen Mallonee were present at roll call. City Clerk Lynley Sanford was also present. City Superintendent Rance Roberts was absent. The following residents or township members present included: Susan Wood, Chuck Johnson, and Michelle Johnson

Owen Mallonee motioned to approve the meeting minutes for October 3rd, 2022. Tim McNish seconded the motion. Motion passed 5 yeas, 0 nays

Mary Jane Hoffer motioned to approve the bills before the council, Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays

Owen Mallonee motioned to approve Ordinance 833 for the Nichols De-Annexation. Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays

Property violation Reviews –
– 405 E Woodson Ave. – Jeff Morris was not at the meeting and did not answer phone call attempts
– 530 E. Third –Pat Edwards property. The son Bill Edwards has been the primary contact person for this property. Has not returned any phone call attempts.

Lynley –
– Called Mid-West exterminators for termites at the pavilion, no updates
– Grass has been cut at 645 Eisenhower
– Letter sent to 530 E. Seventh, so contact to the city office has been made.
– Certifying payroll dates for 2023 year for KPERS, wanted to double check 1st city council meeting day since new years day is on a Sunday. Council agreed, Monday would be the Holiday, so meeting would be held on Tuesday.

Old Business
– 1 park rehab bid had been received from Ricks Landscape. Second contractor is too busy.
Stephanie Confer motioned to accept the bid from Ricks Landscaping to start the process of manage water runoff at the City park. Matt Roberts seconded the motion.
Motion passed 5 yeas, 0 nays.

Chuck Johnson and his daughter Michelle spoke to the council about public interest in having a second chance foods store. They are looking at purchasing the building currently known as Kroegers meat market. They have a 2nd chance food location in Topeka at 4826 SW Topeka Blvd. they sell close to expired, not scanning bar code food items. Chuck spoke with the council about possible expansion/additions to the Kroeger store.

New Business
– Trunk or Treat on Elmore street is on Saturday October 29th, we will close the street at 5:55pm, trunk o’ treating from 6p-7:30p. Will ask for Fire Dept. and Sherriff Dept. to have a presence.
– Christmas prep – Santa Visit is Saturday December 3rd. Council asked that we double check on the ATV parade and that Fire Dept. will transport Santa.
Council discussed ordered Christmas pole decorations and what shapes to get.
Stephanie Confer motioned to approve $10,000 for pole light decorations. Matt Roberts seconded the motion.
Motion passed 5 yeas, 0 nays.

7:45 PM – Mary Jane Hoffer motioned to adjourn. Stephanie Confer seconded the motion.
