November 7, 2022 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, Matt Roberts and Owen Mallonee were present at roll call. City Superintendent Rance Roberts, City Clerk Lynley Sanford and City Attorney Jeff Heiman. The following residents or township members present included: Jeff Morris.

Stephanie Confer motioned to approve the meeting minutes for November 7th, 2022. Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays

Matt Roberts motioned to approve the bills before the council, Owen Mallonee seconded the motion.
Motion passed 5 yeas, 0 nays

Attorney Jeff Heiman and the City Council reviewed the following properties that had been nuisance violation letters:
– 530 E. Seventh – Ben/Sally Sanford – For dilipated vehicles, trash, and unkept yard. – This property has been brought into compliance
– 405 E. Woodson – Jeff Morris – Will be bringing forklift over and starting on roof in spare time. Council will continue to monitor and asked for monthly progress updates
– 645 E. Second – No longer owned by Mike Coffman – property has had some cleanup progress. Council will continue to monitor. New Owner David Dibble
– 530 E. Third – Pat Edwards – accessory structure w/ holes in the roof and damaged garage doors. Her son has been the point of contact, the Mayor has reached out, but has not had been able to reach her son. Councilwoman Stephanie Confer motioned to approve a letter be sent from the City Attorney providing the Edwards time until December 31, 2022 to see improvement or the council will start looking at abating the nuisance in January of 2023. Owen Mallonee seconded the motion.

Rance –
– Issue with Dogs at 130 E. Woodson. Was replacing an existing meter at a neighboring property. The dogs got out of the yard at 130 E. Woodson, surrounded Rance at the meter pit and barked and lunged and were very intimidating. There have been several other reports of the dogs at large in town, being traffic hazards on Woodson, have chased the city employees and have been otherwise nuisances. Council asked City Attorney Jeff Heiman to send an official letter.

Lynley –
– Jayhawk Utility Software assurance contract is up for renewal. Contract cost is same as last year.
Stephanie Confer motioned to approve the contract renewal. Mary Jane Hoffer seconded the motion.

– Get City to think about flower bed maintenance for next summer, Sharron Roberts does not want to do it next year.
– Electric permit for Solar Panel installation at 301 Clark Street. Owen Mallonee motioned to approve the permit contingent on the payment of the permit fee. Matt Roberts seconded the motion.

– Updates: Midwest Exterminators agreed to treat the pavilion at the City Park
Renew Crew has agreed to power was and re-seal the pavilion at the City Park for $740.00
Confirm Citywide Holiday Light Contest – award amounts – 1ST -$200; 2ND-$125; 3RD-$75

– Street chip n’seal county bid – Coming in January 2023 will be getting bids from Douglas County and Approved Paving
– KDHE – Iron Manganese plant inspection results
