March 20, 2023 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Steve Freeman and Owen Mallonee were present at roll call. Council Member Stephanie Confer was absent. City Superintendent Rance Roberts, and City Clerk Lynley Sanford were also present. The following residents or township members present included: Angie Gantz with AG Insurance, Norraine Wingfield, Elsie Middleton, Dave & Diane Swisher, Sharon Bunce, Denise Stevens, JB Elliott with USD 343 and Mike Curry with Approved Paving.

Mary Jane Hoffer motioned to approve the March 6th, 2023 Council Meeting Minutes. Owen Mallonee seconded the motion.
Motion passed 4 yeas, 0 nays.

Tim McNish motioned to approve the bills. Steve Freeman seconded the motion.
Motion passed 4 yeas, 0 nays.

Angie Gantz with AG Insurance presented the municipal insurance renewal policy.
Tim McNish motioned to approve the renewal of municipal insurance coverage with AG Insurance. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays.

Mike Curry with approved paving was present to talk with the city council about the chip n’ seal project, when the project would occur and the equipment that would be used.

Properties up for review:
530 E. Third – no improvements since last meeting
405 E. Woodson Ave. – Jeff Morris text message Mayor Wilkins before the meeting indicating he was working on obtaining bids for the roof repair project, as Jeff felt it was too much of a project for him to handle.

Rance –
– Discussed city truck purchase, what to look for: flat/dump bed, snow plow. Also discussed purchasing side by side utility vehicle.

Lynley –
– Hatcher built fence for Dogs. At large issue should be resolved.
New Business
– Hillcreek Market application for on premise consumption of cereal malt beverage was presented for council consideration. Mary Jane Hoffer motioned to approve the application. Steve Freeman seconded the motion.
Motion passed 4 yay, 0 nays.
– City council considered and discussed a sewer rate increase.
Tim McNish motioned to approve a 35% sewer rate increase across the board for all users effective June 1st. Owen Mallonee seconded the motion.
Motion passed 4 yay, 0 nays.
– Council asked that public notice of the rate increase be provided after the ordinance is passed on the City Facebook page and on the water utility bills.

Old Business
– Council asked that the 1st meeting in April they would like to review employee benefits, paid time off, etc.
– Reminder of special meeting regarding non-elected personnel council discussion on 3/27 @ 7pm
