April 17, 2023 LECOMPTON CITY COUNCIL SPECIAL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Attorney Jeff Heiman, City Superintendent Rance Roberts and City Clerk Lynley Sanford were also present. The following residents or township members present included: Susan Wood, Belinda Janes, Penny Bahret, Kevin Confer, Jason Hoskinson, and Sean Gordon.
Owen Mallonee motioned to approve minutes from April 3, 2023. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays.
Tim McNish motioned to approve the bills, Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays.
City Accountant Sean Gordon reviewed the 2022 yearend Financial Audit with the City Council.
Jason Hoskinson with BG Consultants assisted in reviewing the easement appraisals and next steps in the sidewalk project. Currently we are most of the way through the design process. There have been no updates from KDOT regarding proposed construction interests, will double check again with Bill Legge. Total valuation on easements came in at $12625.00
7:24pm Stephanie Confer motioned to go into executive session for 10 minutes to discuss acquisition of real estate in regards to the ongoing sidewalk project and to also consult with the city attorney in regards to attorney-client relationship.
Steve Freeman seconded the motion.

7:34pm – Mayor Wilkins called the meeting back into open session.
7:35pm Stephanie Confer motioned to go into executive session for 5 minutes to discuss acquisition of real estate in regards to the ongoing sidewalk project and to also consult with the city attorney in regards to attorney-client relationship. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays.
7:40PM – Mayor Wilkins called the meeting back into open session
Stephanie Confer motioned to budget $8150.00 for initial offers on easement acquisitions in relation to the sidewalk improvement loop with a max budget equal to the fair market value. Owen Mallonee seconded the motion.
Motion passed 5 yeas, 0 nays.
Jason Hoskinson will look at the sidewalk North of 3rd as an alternate, and including a sidewalk between Elmore and Halderman on 3rd street. Additionally he will follwoup with Jenny Cramer in discussing some changes to the portion of the loop along the highway.
Penny Bahret expressed interest in accepting the position of caring for the City flower beds, but felt the pay should be better negotiated.
Tim McNsih motioned to rescind the previous motion from the prior meeting offering the position to Penny for $12 per hour. Owen Mallonee seconded the motion.

Tim McNish motioned to approve paying Penny Bahret $15 per hour to take care of the City flower beds. Steve Freeman seconded the motion.

Jeff Heiman City Attorney was present to review properties that were up for review. 530 E. Third time for action
expired on March 15th. It appears some attempt to go through the contents of the structure has been started. Mrs. Edwards son has reached out to Mayor Wilkins, indicating that they are just now getting started on the project. City Attorney has a prepared resolution to move forward with abatement. City Council would like to wait until May meeting to see if progress has continued before moving forward with abatement.
Property at 405 E. Woodson has not had any action taken to improve the exterior conditions of the home. Stephanie Confer motioned to have City Attorney Jeff Heiman prepare a resolution for abatement on the property at 405 E Woodson Ave. Owen Mallonee seconded the motion.

Rance-
– Was absent from council meeting but did leave message that he has been busy cleaning ditches and inspecting man-holes. Everything seems good.
Lynley –
– No new updates
New Business
– Updated bid review to include Whitfield and 7th street on the chip n’seal project.
Tim McNish motioned to approve the addition and cost associated with including Whitfield and 7th street on the chip n’seal street project. Stephanie Confer seconded the motion. Motion passed 5 yea, 0 nay.
– An anonymous person sent a picture image text message to a city council member of the City Truck parked in a handicap parking zone.
Old Business
– Non-elected personnel wages – Council members Owen Mallonee and Stephanie Confer requested Mayor Wilkins request a special meeting on Monday April 24th at 6p to discuss non-elected personnel wages. Mayor Wilkins made the request and that public notice be provided as soon as possible.
– Discussion amongst City Council to consider amending the zoning ordinance to allow for additional dwelling units in R-1 Districts. General interest in doing this. Will discuss again in the future.
– Complaints about dog excrement from people walking their dogs being left in neighbor’s yards. It was asked if public notice could be put out to clean up after your dog when he uses the bathroom in public places.
– Councilman Tim McNish has reached out to a couple of dealerships looking into purchasing a new truck for salt/sand and snow plow use with dump bed. Dealerships are needing a letter of intent to include a bid on a truck including the following: 1 ton, dually, 4×4, gas.
