May 1, 2023 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Attorney Jeff Heiman, Assistant City Superintendent Kyle Morgison (7:06P) and City Clerk Lynley Sanford were also present. The following residents or township members present included: Susan Wood, Belinda Janes, Kevin Confer, Jamin Nally, Greg Howard and Jennifer Smith

Mary Jane Hoffer motioned to approve minutes from April 17, 2023. Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays.

Steve Freeman motioned to approve minutes from April 24, 2023. Owen Mallonee seconded the motion.
Motion passed 5 yea, 0 nays

Mary Jane Hoffer motioned to approve the bills, Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays.

Greg Howard spoke to the city council about the Lecompton Ball Field Celebration on June 10th. It will be an all-day event, a raffle. Raffle tickets will be sold for $1 and some of prizes include a quilt & a 3 day stay in Branson. Greg Howard asked if the City would like to help by donating to help with the cost of the picnic.
Stephanie Confer motioned to donate $500 to project Lecompton Ball Field. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Jennifer Smith spoke to the City Council regarding a new website design, with a proposal to help setup and maintain a more user friendly and modern website. The council was not ready to make a decision, but would like time to consider it.

Jeff Heiman –
Before moving forward on nuisance abatements for 530 E. Third and 405 E. Woodson Ave. it is recommended that there be a public hearing on both properties. The City Council agreed, setting the date for the public hearing to be May 15th. The City Council asked that City Attorney Jeff Heiman’s office send the certified and first class letters.

Kyle –
– Chip n’ seal is projected to start Wednesday of this week.

Lynley –
– No updates

New Business
– Firework stand permit FW1-2023 for review and approval. Owen Mallonee motioned to approve the firework stand. Stephanie Confer seconded the motion.

– City Council discussed email from a city resident concerned about Lecompton property valuations being below those in other parts of Douglas County.
– Douglas County sustainability coordinator is looking at putting together a county wide E.V. charging station Grant project. It would be an 80/20 match. Would the City be interested in at least the fact finding stage? General consensus is yes. Council would like answer to questions on who would service and maintain the E.V. stations.
Old Business
– Sidewalk updates – still working on easements, no other updates at this time.
– Truck quotes – request for proposals sent to recommended dealerships from Tim McNish, but no proposals have been sent to the City Office. In progress
