May 15, 2023 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Attorney Jeff Heiman, Assistant City Superintendent Kyle Morgison and City Clerk Lynley Sanford were also present. The following residents or township members present included: Susan Wood, Belinda Janes, Kevin Confer, Jeff & Tammy Morris.
Owen Mallonee motioned to approve minutes from May 1st, 2023. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays.
Stephanie Confer motioned to approve the bills holding the payment to approved paving until Mayor Wilkins speaks with them. Tim McNish seconded the motion.

7:04 PM – Property hearings
– 405 E. Woodson: Jeff & Tammy Morris property. Previous property hearing held in June 2022, continuance was granted as progress on improvements was promised at the time. Jeff Morris spoke to the council indicating that R&A roofing would be out Thursday to start replacing the roof, fascia and soffit. Jeff stated in the next 45 days the council would be seeing a lot of improvement.
Owen Mallonee motioned to move forward with drafting a resolution for abatement. Time McNish seconded the motion.

503 E. 3rd Street –Pat Edwards residence. No representatives were present for Pat Edwards. Council discussed the property ad reviewed current photos. Consensus of the Council is that the property concerns have been addressed and this property is no longer in violation. The council asked if a satisfaction letter
Kyle –
– Chip n’ seal project outcome – low coverage on oil along 5th/Elmore and 7th/Eisenhower. Issue with pot-hole repair on Jones St. but overall the project has been completed. Council asked to hold payment until Mayor can speak with approved paving project manager.
– Evergy is requesting permission to put in underground power at 800 E. second. Consensus of the council is yes to proceed. Kyle or Rance will get with Evergy engineers to mark out city utilities.
– Damage from AT&T at 7th /Jones street, no response from excavating company in regards to claim City has sent them. Council asked to send claim to AT&T.
Council agreed to proceed with having the street damages appropriately repaired.
Owen Mallonee motioned to approve the bid from approved paving to fix the damage at 7th and Jones Street. Stephanie Confer seconded the motion.

Old Business
– Merry-go round height concerns – look at after council meeting on how “fix”
– Code changes/updating and planning – council asked for bids for re-codification
– 2011 Chevy truck is available at Federal Surplus if the council is interested. Stephanie Confer motioned to approve the purchase of the 2011 Chevy 3500 flat bed for no more than asking price after the superintendent or councilman Steve Freeman looks at it and agrees that it is a smart purchase.
Steve Freeman seconded the motion.

– Councilman Tim McNish informed the council that 339 Halderman on the new construction site has a resident living inside a motorhome and he feels that is against city code. He is asking that someone inform the resident that he cannot be living inside the motorhome and it needs moved.
8:40 PM – Steve Freeman motioned to adjourn. Stephanie Confer seconded the motion.
