July 17, 2023 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, and Steve Freeman were present at roll call. City Superintendent Rance Roberts and City Clerk Lynley Sanford were also present. The following residents or township members present included: Troy Clark, Elsie Middleton, Belinda Janes, Karen Willey, Richard Wingfield and Susan Wood.
7:01 P.M. Councilman Owen Mallonee arrived at the meeting.
Mary Jane Hoffer motioned to approve the meeting minutes from June 19th, 2023. Stephanie Confer seconded the motion. Mary Jane Hoffer questioned if these minutes were missing details regarding keeping of animals/chicken letter. City Clerk Lynley Sanford checked, and that violation was discussed and included in the meeting minutes for June 5th, 2023. City Clerk Lynley Sanford also confirmed that a letter of violation was sent.

Steve Freeman motioned to approve the meeting minutes from July 5th, 2023. Tim McNish seconded the motion.

Mark Tunstall was not present at the City Council meeting, but had called and inquired about installing a carport
Public Comments –
– Concern over port a potty that is proposed to be placed at the bald eagle landing flea market vendor market site. Concern over smell, location to other businesses outdoor entertaining area, frequency of maintenance, and aesthetic to down town shops. General consensus is, it is not a desirable addition.
– In regards to public restrooms, has the City considered building a public restroom near the park downtown?
The City has looked into building one in the park before, but the lack of easy access to sewer has derailed those thoughts.
– RWD #6 had their water tower re-coated/painted. They worked with the Lecompton Historical Society to design a “Historic Lecompton” stencil, advertising Lecompton. It was mentioned that if the City were to ever recoat/paint the City Water tower that the Stencil is in possession of the historical society, and could be used on the City water tower as well.
Tim McNish had requested executive session during the council meeting to consult with the City Attorney on matters deemed privileged in an attorney-client relationship and to discuss matters of non-elected personnel.
Councilman Steve Freeman motioned to enter into executive session at 7:35pm for 15 minutes. Tim McNish seconded the motion.

7:50pm Mayor Wilkins declared the City Council Meeting back into public session.
Rance Roberts –
– Updated City Council regarding water plant functions
– Council discussed finding a company to do an over view check up on our water plant – maybe Tony Kimmie with KRWA. Also KRWA for assistance with calibrating meters in the water plant.
– Water line leak on 7th and Jones St. still working on finding it.
– The City Council asked that continued attempts be made to collect on the damage claims from the water line break caused by underground boring for AT&T.
Lynley Sanford
– Confirming that city is planning on exceeding the Revenue Neutral Rate, will notify Douglas County. Looking at setting budget hearing and the Revenue Neutral Rate hearing on the Septembers 5th, 2023 at 6:50PM if that works for the City Council. – General consensus is yes.
New Business
– Chris Johnston with Douglas County Sheriff Dept. volunteered to represent for the City of Lecompton on the LEPC board.
– Stephanie Confer motioned to approve appointing Lieutenant Johnston as the LEPC representative for the City of Lecompton. Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays.
Old Business
– Jeff Morris property at 405 E. Woodson Ave. Jeff was not at the council meeting, but did send a text message to the Mayor. That additional improvements are in the works for this property including paint the exterior
City Council discussed waiting for any additional action on the property to hear what the next plan of action is.
– Thoughts on website: 2 bids 1 from Jennifer Smith, 1 from Artstew. – Council asked to table for now and include on next agenda. Waiting to see where money is after sidewalk project bid comes in.
– Thoughts on codification: Council member Stephanie Confer provided the other councilmembers with a condensed version of the bids provided. City council asked to table this for now and include on next agenda.
– City trucks – snow plow and dump bed, Tim McNish will take truck to KC to get bids
– Side by side for city maintenance – Councilman Steve Freeman volunteered to get some bids on options.
– Stephanie Confer motioned to increase City Treasurer Tabetha Mallonee salary by 5%, retroactively effective to the date for other employee increases. Steve Freeman seconded the motion.
