September 5, 2023 REVENUE NEUTRAL RATE/BUDGET HEARING &
LECOMPTON CITY COUNCIL MEETING MINUTES

6:50 P.M. Mayor Jimmy Wilkins brought the Revenue Neutral Rate hearing to order at 337 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer and Steve Freeman were present at roll call. Council Member Owen Mallonee was absent at roll call. Superintendent Rance Roberts and City Clerk Lynley Sanford were also present. The following residents or township members present included: Susan Wood, Jack Oglesby, Sandy Jacquot and Cindy Treaster.

There was no public comment or concern regarding the City Council’s proposal to exceed the Revenue Neutral Rate.
Stephanie Confer motioned to approve resolution number 320 to exceed the Revenue Neutral Rate. Tim McNish seconded the motion.
Motion passed 4 yeas, 0 nays. (Roll Call Vote: Yeas; Tim McNish, Mary Jane Hoffer, Stephanie Confer, Steve Freeman. Nays; no nays; Absent: Owen Mallonee)

Stephanie Confer motioned to close the Revenue Neutral Rate Hearing. Mary Jane Hoffer seconded the motion. Motion passed 4 yeas, 0 nays.

6:52 P.M. Mayor Jimmy Wilkins brought the 2024 City of Lecompton Budget hearing to order. Council members Tim McNish, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. Superintendent Rance Roberts and City Clerk Lynley Sanford were also present. The following residents or township members present included: Susan Wood, Jack Oglesby, Sandy Jacquot, Cindy Treaster and Troy Clark.

There was no public comment regarding the city councils proposed 2024 budget. The Council discussed funding for the sidewalk project and what funds would the expenses for that improvement would be paid out of.

Tim McNish motioned to approve the 2024 budget as presented to the city council. Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays,

Mary Jane Hoffer motioned to close the budget hearing. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, and Steve Freeman were present at roll call. Superintendent Rance Roberts and City Clerk Lynley Sanford were also present. The following residents or township members present included: Susan Wood, Jack Oglesby, Cindy Treaster, Sandy Jacquot, Troy Clark and Paul Bahnmaier.

Steve Freeman motioned to approve the minutes from August 21st, 2023. Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays.

Stephanie Confer motioned to approve the bills. Owen Mallonee seconded the motion.
Motion passed 5 yeas, 0 nays

Paul Bahnmaier and Jack Oglesby presented unbelievable new historical information that is 166 years old. In 1859 there was an Anti-Lecompton party who were elected into the congress of the United States to be against Lecompton and its controversial constitution. Lecompton is the only city in the entire United States to have ever had a governmental party created to function against them. Paul and Jack presented more information about how they ran across this information and the Territorial Capital Museum display.

Building permit 23-204 for Cindy Treaster accessory structure was presented to the council for approval.
Tim McNish motioned to approve building permit 23-304. Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays,

Rance Roberts
– Lift station on 2nd street, the pumps need rebuilt. It was recommended that the city contacts Floyds to do the work.
– Talked to the City Council regarding renting a large Man lift to trim trees, repairs soffets on the community building and to do work around the city. It was recommended to contact United Rentals to arrange for that rental.
– Informed the City Council that the water plant had to be rebooted, for some reason the wells kept running/pumping water when the system was not calling for water. It has been fine since he reboot.

Lynley Sanford
– Vickie Clark with Territorial Days asked for permission for the event stafff to use the front portion and the council chambers to store prizes and things in City Hall on 9/30. They have done this in the past but wanted to make sure it would be okay again this year. General Consensus of the council is it is okay.
– No AT&T updates at this time – Got an update from an upset township resident who said AT&T bored through the water line at their residence.

New Business
– Old Lecompton Rural High School needs some repairs along some gutter seams. We had reached out to Green Factor to get a bid, but haven’t received it yet. City Council general consensus was to move forward with the work, it needs to be done.
Owen Mallonee motioned to move forward with Green Factor doing the repairs, if the bid comes in at or less than $2000.00. Stephanie Confer seconded the motion. Motion passed 5 yeas, 0 nays.
Tabled Items
– City Codificaion – waiting on bids from sidewalk project/financials – continue to keep tabled for now
– Utility Rates – still working on numbers
– City Staffing – waiting to move forward with regards to the sidewalk project/financials

Next agenda make sure to include the school bond issue.
Ask Mark Sharon to attend the next council meeting – his building permit will be expiring

Council Member Tim McNish expressed he had questions regarding the city clerk’s living situation. The Clerk stated she had discussed utilizing the space inside a barn that she owns that meets the minimum requirements for living space the previous year with the council. At that time, the council didn’t have issue with it.

8:07pm Stephane Confer motioned to adjourn the meeting. Mary Jane Hoffer seconded the motion.
