December 18, 2023 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Superintendent Rance Roberts and City Clerk Lynley Sanford were also present. The following residents or township members present included: Troy Clark

Owen Mallonee motioned to approve the meeting minutes from December 18th, 2023. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays

Tim McNish motioned to approve the bills. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Councilmember Mary Jane Hoffer spoke up with an issue regarding the record of ordinance for 12/4/2023. The payroll dollar amounts were incorrect. City Clerk Sanford reviewed the issue and confirmed, the amounts were not updated on the spread sheet when it was created. City Clerk Sanford Corrected the issue immediately at that time and provided updated sheets to those who requested one.

Rance Roberts
– All equipment has sold, city council would like regained funds to all be applied to the equipment reserve fund.
– Rance will be going to water/wastewater operator school in March.
– It was asked if the under coating had been applied to the new truck yet. No – there hasn’t been enough time to do it.

Lynley – Updates for City Council
– Presented Ordinance 835 to the Council a consideration for annexation of land to the City Limits. Stephane Confer motioned to approve the Ordinance annexing additional land into the city limits. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays.
– At the previous City Council meeting it was that the current amount in the new money market fund be confirmed. The current balance is $155747.21.
The city council discussed securing the funds into a higher earning C.D.
Mary Jane Hoffer motioned to move 100,000 total into two 50,000 CD’s Stephanie Confer seconded the motion.

Information regarding a CD at Bank Midwest coming to maturity on 12/23/23 was presented to the city council. The renewal interested rate would be .700% Clerk Sanford asked if the council would like to do something different with those fund.
Steve Freeman motioned to roll the CD at maturity over into the Money Market account with 5% interest. Owen Mallonee seconded the motion.
Motion passed 5 yeas, 0 nays.
– Santa event had at least 72 kids attend and we received and replied to 25 Santa letters.

New Business
– Christmas Light contest Winners. 4 Entrants this year.
1st place – Kari Aguilar on 652 N.2050 rd
2nd place – Dustin Gruver 310 Isacks
3rd place – Jamie Newmna – 420 Elmore
Honorable mention to Glenn & Vickie Mallonee at 420 E. Third

– Electric inspection permit #23-305 for 619 Whitfield lot 1A was presented for consideration to the city council.
Steve Freeman motioned to approve the electric inspection permit. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.
– A call was placed to city hall for the City Council to consider heavy traffic truck route for when the school district starts on the addition to the school building. The council discussed the only 2 available route options. 7th street is not a good option because of how narrow the road is and the deep ditches. While is not ideal, the council agreed Woodson Ave. to Whitfield would be the best route and we need to prepare and repair the roads as best as possible.
– An email regarding dog nuisance for barking was presented to the city council. Council discussed action that could be taken. The council recommended that the complainant call the County Sheriff’s department when the dog is actively barking and is being a nuisance.
– Stephanie Confer motioned to reimburse Mayor Wilkins for the purchase of cards and gift cards. Mary Jane Hoffer seconded the motion.

Old Business
– No old business to review

Mayor Wilkins took a moment to recognize Tim McNish for his years serving as a council member on the City Council. Mayor Wilkins presented a certificate for 20 years of consecutive service from the League of Kansas Municipalities.
Mayor Wilkins presented to a plaque from the City of Lecompton for 20 years of consecutive service on the City Council.

7:33pm – Stephanie Confer motioned to adjourn. Steve Freeman seconded the motion.
