February 5, 2024 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Clerk Lynley Sanford was also present. City Superintendent Rance Roberts was absent. Residents or Township members present included Jamin Nally and Jason Hoskinson.

Troy Clark motioned to approve the meeting minutes from January 16th, 2024. Mary Jane Hoffer seconded the motion.
Motion passed 3 yeas, 0 nays

Owen Mallonee motioned to approve the bills. Stephanie Confer seconded the motion.
Motion passed 3 yeas, 0 nays.

– Working on acidizing wells and pigging lines

– Construction project meeting 2/14

Old Business
– Sidewalk project update: construction planned to start 2/12/2024. For the Douglas County TIP amendments there was an inquiry on if the City had named the sidewalk routes. The Council discussed, and no names had been decided on. Council Woman Stephanie Confer came up with the idea to ask the elementary school students and staff to name the south sidewalk loop. The general consensus of the council is that is a great idea. Stephanie will lead on working with the school to come up with names.
– Discussed when to start mobilizing some of the other contractors to fulfill the awarded easement agreements. Especially the transplanting/moving of some plants at certain residences. The council recommendation was to contact Preferred Lawn Services and ask their opinion on when to start.

New Business
– Donation for Easter egg Hunt in March. Last year the City donated $375.
Stephanie Confer motioned to approve a donation of $400 towards the Easter Egg Hunt. Mary Jane Hoffer seconded the motion

– The council was provided information regarding conditional renewal on commercial property insurance. For Wind/Hail damages to roofs of buildings. The deductible is now $25,000.00
– The council was provided information from KDHE regarding the end of funding for solid waste management for old community dump sites. Essentially if there was some type of remediation needed to clean up the dump sites that may be especially prone to flood areas the funding has run out for that and the city is now responsible for that.
– The City Council discussed some needed repairs for the community building. The roof was re-shingled over 20 years ago, there is some needed tree trimming around the building, gutters need cleaned, repaired, the windows need repaired. The City would like to look at getting bids for the roof and maybe look at some grant options.
– The light on top of the water tower is out – would like to have it replaced when we can.
