January 16, 2024 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Council President Stephanie Confer brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Steve Freeman and Owen Mallonee were present at roll call. Mayor Jimmy Wilkins was absent. City Superintendent Rance Roberts and City Clerk Lynley Sanford were also present. Residents or Township members present included Paul Bahnmaier and Vickie Clark.

Mary Jane Hoffer motioned to approve the meeting minutes from January 2nd, 2024. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays

Owen Mallonee motioned to approve the bills. Troy Clark seconded the motion. Council Member Troy Clark asked about the Evergy electric bill and the buildings correlated with the charges. It was explained what buildings the abbreviations stood for and their affiliated dollar amounts.
Motion passed 5 yeas, 0 nays.

Vickie Clark spoke with the City Council regarding Territorial Days. This year’s event will be held on October 5th. Looking at having carnival rides this year, and Territorial Days is asking to use the tax exemption to complete the rental agreement with the carnival company. We have historically allowed this.
Mary Jane Hoffer motioned to approve allowing the Territorial Day committee permission to use the City’s tax exemption for carnival ride for Territorial Day event. Steve Freeman seconded the motion.
Motion passed 5 yea, 0 nay.

Paul Bahnmaier provided updates to the City Council. The Christmas Tree display had over 3000 visitors. This winter there will be 2 significant tours one called the Eisenhower tour group, and the legislative wives. Paul also spoke to the council about the Bleeding Kansas Lecture Series starting on Kansas Day January 29th and running every Sunday until March 3rd. Paul wanted to make sure the council was okay with angle parking on both sides of the street for those Sunday presentations at Constitution Hall down both sides of Elmore St. The general consensus of the City Council was angle parking any time after 1:30 along Elmore would be fine for the duration of the event.

Rance Roberts –
– Pole light on South Side of Community Building was repaired, there is more light to see along the sidewalk and parking area there now.
– Interior lights swapped out at the Community Building. Removed old florescent light panels and replaced with new LED light panels.
– Need to do some maintenance on the water plant in the near future. May switch to Rural Water while we do some cleanup and maintenance.

New Business
– Discussed sending Kyle and Rance to KRWA water conference. Troy Clark motioned to approve sending Rance and Kyle to Wichita in March for the KRWA water conference and the city paying for lodging and conference registration. Owen Mallonee seconded the motion.

– Owen Mallonee motioned to approve obtaining a city credit card for Kyle. Mary Jane Hoffer seconded the motion.
