February 20, 2024 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, and Owen Mallonee were present at roll call. Council members Stephanie Confer and Steve Freeman were absent. City Superintendent Rance Roberts and City Clerk Lynley Sanford was also present. City Superintendent Rance Roberts was absent. Residents or Township members present included Lori Wilkins.

Owen Mallonee motioned to approve the meeting minutes from February 5th, 2024. Mary Jane Hoffer seconded the motion.
Motion passed 3 yeas, 0 nays

Troy Clark motioned to approve the bills. Owen Mallonee seconded the motion.
Motion passed 3 yeas, 0 nays.

Rance Roberts –
– Spoke to City Council about tree removal along Elmore. Tree is in road right away on Elmore, it is the tree that lost limb at Woodson and Elmore needs taken down. City Council recommended calling Alexander Ornamental, Shamrock or Sunshine Tree service to take down the tree.
– Water main shut off valves for Boone St. at water main for the sidewalk project. After speaking with our consultant, it was decided not to move forward with installing the additional valves.
– Current CL-17 Machine in water plant for post chlorine monitoring needs replaced. Hawkins has a good option roughly about $5200 for unit and installation.
Mary Jane Hoffer motioned to approve the purchase and installation of a Hawkins Hydro Instruments RPH 260 Chlorine analyzer and to be paid out of the water fund. Owen Mallonee seconded the motion.

– City Council asked Rance for a list of the things he’s worried about in the water plant and what needs replaced/repaired next.
– Spoke with KRWA about media in softeners for water-plant. Can have media tested to see if it’s functioning within specifications. That will tell us if its time to replace it or not.

Lynley –
– Reviewed the Elevator inspection services contract to meet State requirements. Contract reviewed was with Letcher’s ECI who is contracted with the State of Kansas as an approved inspector.
Troy Clark motioned to approve the contract for elevator inspection services with Letcher’s ECI for 3 years. Owen Mallonee seconded the motion.

Old Business
– Sidewalk project update: Construction has started, they have poured about 400 yards of concrete. Some property owner concerns over property entrances, grading, and concrete height (sidewalk height). The progress is being inspected by KDOT and BG consultant project manager. Kaaz still has grade work to do and the entrances should be fine.

New Business
– Council reviewed Newsletter, will email changes to City Clerk
– Quote on replacing Pioneer cemetery signs and other sight signs around town where the signs are in poor shape. Have at next meeting.
– When Rance or Kyle has time, check out the third floor Women’s bathroom in the Community Empowerment building, it’s the toilet closest to the window. The toilet seat needs replaced.
